APCIA Encourages Support for Legislation to Save Lives and Improve Safety on the Roads

WASHINGTON - The American Property Casualty Insurance Association (APCIA) released the following statement calling on Congress to advance key auto safety legislation that will help save lives, improve safety, and reduce economic losses from accidents on America's roadways. The House Energy and Commerce Committee Subcommittee on Commerce, Manufacturing, and Trade is holding a hearing today entitled "Examining Legislative Options to Strengthen Motor Vehicle Safety, Ensure Consumer Choice and Affordability, and Cement U.S. Automotive Leadership."

"Advancing these bills is critical to making America's roads safer while preserving consumer choice and affordability," said Sam Whitfield, APCIA's senior vice president for federal government relations and political engagement. "We strongly support measures that ensure vehicle owners have control over their data, promote fair competition in auto repairs, and improve transparency around emerging technologies like autonomous vehicles.

"Insurers are committed to ensuring that our customers receive safe, cost-effective, and high-quality vehicle repairs. We welcome the subcommittee's efforts to advance information sharing and establish standards for repairing advanced driver assistance systems (ADAS), which will benefit consumers and promote a competitive, transparent repair marketplace."

APCIA announced its support for several bills under consideration today by the House Energy and Commerce Committee Subcommittee on Commerce, Manufacturing and Trade, including:

  • REPAIR Act (H.R. 1566) - Guarantees consumer and independent repairer access to vehicle data and tools, fostering a competitive repair market.

  • DRIVER Act (H.R. 6687) - Empowers vehicle owners with control over their data and strengthens privacy protections.

  • AV Safety Data Act (H.R. 4376) - Improves transparency through mandatory reporting on autonomous vehicle safety performance.

  • Driver Technology and Pedestrian Safety Act (H.R. 3360) - Commissions a study on the effects of driver-controlled technology.

  • Safe Streets for Everyone Act of 2026- Updates standards for crash avoidance and pedestrian safety technologies.

  • ADAS Functionality Act (H.R. 6688) - Establishes guidelines for advanced driver assistance systems to reduce repair costs and improve safety.

  • PART Act (H.R. 5221) - Addresses catalytic converter theft with traceable identifiers to reduce crime and claims costs.
