CFTC Transitions Its Public Comment Submission Process to Regulations.gov

WASHINGTON- The Commodity Futures Trading Commission today announced the Commission's public comment submission process has transitioned to Regulations.gov. Members of the public who wish to submit comments electronically on all CFTC rulemaking proposals and other CFTC comment requests issued on or after today must go to Regulations.gov.

The CFTC's move to Regulations.gov leverages the General Services Administration's existing cross-agency eRulemaking Program to provide modernized and enhanced comment submission and comment file access for the Commission's matters. The public will now have a direct connection between online Federal Register documents and the comment submission form; improved docket structure for greater transparency and understanding of the rulemaking process; and integration with the Unified Agenda to facilitate tracking of agency priorities and regulatory/deregulatory activities.

The CFTC joins over 200 federal agencies and agency components in taking advantage of the efficiency and common functionality Regulations.gov offers.

The CFTC's action advances key administration priorities of "eliminating bureaucratic duplication and inefficiency" (Executive Order 14243, Mar. 20, 2025) and obtaining common services through GSA (Executive Order 14240, Mar. 20, 2025). By bringing its future rulemaking comments and dockets into a system widely used across the Executive Branch, the CFTC also furthers the intent of Executive Order 14215, Ensuring Accountability for All Agencies (Feb. 18, 2025).

While the transition to Regulations.gov is effective immediately for all newly issued Commission rulemaking proposals and other comment requests, the former CFTC comment system (Comments Online) will remain available for submissions on proposals and comment requests that opened before April 28, and are still open. Comment files for matters issued before April 28 will also continue to be available on CFTC.gov.
