City of Santa Ana plan reviews and permits moving online

City of Santa Ana plan reviews and permits are moving online!

We are excited to introduce Accela, a leading provider of online services, as our new permit portal and land management system. This new online portal system will provide convenient, all-in-one access to all of our development services, including submitting plans, paying fees, obtaining permits and scheduling inspections.

Effective July 1, 2026, all plans and applications must be submitted electronically through the online Accela Citizen Access (ACA) Portal. The last day to submit paper plans and applications is Friday, June 26, 2026. During this transition, public counters at Santa Ana City Hall for Planning, Building Safety, and Public Works will be temporarily closed June 29-30.

Developers, contractors and all members of the public can use Accela for a variety development and construction services, including:

  • Submitting construction plans
  • Building permits
  • Mechanical, electrical and plumbing permits
  • Planning and Zoning applications
  • Public Works applications
  • Water heater installation permits
  • Paying fees
  • Scheduling inspections
  • And other services related to building projects and modifications
