AIR FORCE

General Dynamics Mission Systems Inc., Scottsdale, Arizona, is being awarded a cost-plus-award-fee, cost-plus-fixed-fee, cost-no-fee type letter contract, with a not-to-exceed value of $400,400,000 for Proliferated Warfighter Space Architecture Tranche Three ground segment development. This contract provides for the software development, test and integration, and operations and maintenance of the ground segment mission and service applications required for the Proliferated Warfighter Space Architecture Tranche Three capabilities. Work will be performed at Scottsdale, Arizona; Seattle, Washington; Grand Forks, North Dakota; Redstone Arsenal, Alabama; and Chantilly, Virginia, and is expected to be completed by Sept. 30, 2030. This contract is a sole source acquisition. Fiscal 2026 research, development, test and evaluation funds in the amount of $60,665,380 are being obligated at time of award. The Space Development Agency, Washington, D.C., is the contracting activity (FA2401-26-C-0003).

Modern Technology Solutions Inc. (MTSI),* Alexandria, Virginia, has been awarded a time-and-materials contract in the amount of $371,332,385 for system engineering and technical assistance support services. This contract provides for contracting and functional support associated with the entire acquisition lifecycle framework for the Space Rapid Capabilities Office. Work will be performed primarily in Albuquerque, New Mexico, and is expected to be completed by Aug. 23, 2031. This award is the result of a sole source acquisition under the Pilot Program to Incentive Contracting with Wholly Employee-Owned Businesses under Section 872 of the National Defense Authorization Act for Fiscal 2024. Fiscal 2026 research, development, test and evaluation funds in the amount of $24,330,453 are being obligated at the time of award. The Space Rapid Capabilities Office, Kirtland Air Force Base, New Mexico, is the contracting activity (FA254826CB006).

The John Hopkins University Applied Physics Laboratory LLC, Laurel, Maryland, has been awarded a ceiling of $62,500,000 indefinite-delivery/indefinite-quantity modification (P00010) to a previously awarded contract (FA8656-20-D-0005) for air warfare systems advanced development, test and evaluation. The modification brings the total cumulative face value of the contract to $312,500,000 from $250,000,000. Work will be performed at Laurel, Maryland, and is expected to be completed by July 31, 2030. No funds are being obligated at the time of award. The Air Force Life Cycle Management Center Agile Weapons, Eglin Air Force Base, Florida, is the contracting activity. 

DEFENSE LOGISTICS AGENCY

Rockwell Collins ESA Vision Systems LLC, Fort Worth, Texas, has been awarded an estimated $332,623,964 fixed-price with prospective redetermination, indefinite-delivery, requirements contract for various Joint Helmet Mounted Cueing System consumable and depot-level reparable spares and repairs in support of F-15, F-16, and F-18 aircraft. This was a sole-source acquisition using justification 10 U.S. Code 3204 (c)(2), as stated in Federal Acquisition Regulation 6.302-1. This is a six-year base contract with one six-month option period. Locations of performance are Texas, Oregon and Israel, with a July 23, 2032, performance completion date. Using customers are Air Force, Navy, and Foreign Military Sales (FMS) to Greece, Morocco, Singapore, Chile, Denmark, Norway, Thailand, Oman, Taiwan, Portugal, Canada, Switzerland, and Australia. Type of appropriation is fiscal 2026 through 2032 defense working capital funds, appropriate military services funds and FMS funds. The contracting activity is Defense Logistics Agency Weapon Support, Warner Robins, Georgia (SPRWA1-26-D-0001).

NAVY

Design West Technologies Inc.,* Tustin, California, was awarded a $33,844,993 firm-fixed-price modification to a previously awarded contract (N6339422C0008) to exercise options for the manufacture, assembly, test, and delivery of a Vertical Launching System Motor Control Panel, a Status Panel, and associated kits. Work will be performed in Tustin, California, and is expected to be completed by July 2029. Fiscal 2026 shipbuilding and conversion (Navy) funds in the amount of $29,167,390 (86%); and Foreign Military Sales (FMS) (Netherlands) funds in the amount of $4,677,603 (14%), will be obligated at time of award and will not expire at the end of the current fiscal year. This contract combines purchases for the U.S. government (86%); and the government of the Netherlands (14%), under the FMS Program. Naval Surface Warfare Center Port Hueneme Division, Port Hueneme, California, is the contracting activity. (Awarded July 22).

Bell Textron Inc., Fort Worth, Texas, is awarded a $33,642,332 fixed-price incentive (firm-target), firm-fixed-price, cost-plus-fixed-fee contract to procure H-1 Structural and Power Improvements for Next-Generation Effects Phase III kits and associated hardware for the Marine Corps AH-1Z Viper and UH-1Y Venom helicopter fleet, to include nine A-kits, two D-kits (mission kits), long-lead and time-critical components consisting of 12 rotorcraft station control units, 12 AC generators, twelve generator control units, 12 tube assemblies, and seven combining gear boxes, as well as associated material, labor, and spares. Work will be performed in Fort Worth, Texas (56.7%); Amarillo, Texas (7.7%); Tempe, Arizona (4.5%); Stilwell, Oklahoma (4.3%); Anaheim, California (3.1%); Crestview, Florida (2.6%); Grand Rapids, Michigan (2.6%); Chicago, Illinois (1.9%); Mansfield, Texas (1.6%); Phoenix, Arizona (1.2%); Dayton, Ohio (1.2%); various locations within the continental U.S. (0.9%); and various locations outside the continental U.S. (11.7%), and is expected to be completed in July 2028. Fiscal 2026 aircraft procurement (Navy) funds in the amount of $13,650,683; and fiscal 2025 aircraft procurement (Navy) funds in the amount of $19,991,649, will be obligated at the time of award. This contract was not competed. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Lockheed Martin Corp., Titusville, Florida, is being awarded a $15,862,050 fixed-price-incentive-fee, un-priced, letter contract (N0003026C0100) for long lead material and the labor, planning, and scheduling necessary to support the fiscal 2027 TRIDENT II (D5) Missile production schedule. Work will be performed in Magna, Utah (29%); Camden, Arkansas (29%); Titusville, Florida (14%); Elkton, Maryland (7%); Miamisburg, Ohio (6%); Joplin, Missouri (6%); Biddeford, Maine (3%); Inglewood, California (3%); and various other locations (less than 1% each totaling 3%). Work is expected to be completed Sept. 30, 2031. Fiscal 2026 weapons procurement (Navy) funds in the amount of $15,862,050 will be obligated on this award and no funds will expire at the end of the current fiscal year. This contract is being awarded to the contractor on a sole source basis under 10 U.S. Code 3204(a)(1) and was previously synopsized on the System for Award Management (SAM.gov) online portal. Strategic Systems Programs, Washington, D.C., is the contracting activity.

ARMY

Affinis Freese and Nichols JV,* Overland Park, Kansas (W9128F-26-D-A033); Athena Engineering & Environmental LLC,* Goodlettsville, Tennessee (W9128F-26-D-A034); and RJH Consultants Inc.,* Englewood, Colorado (W9128F-26-D-A035), will compete for each order of the $12,500,000 firm-fixed-price contract for geotechnical architect and engineering services. Bids were solicited via the internet with six received. Work locations and funding will be determined with each order, with an estimated completion date of July 31, 2031. U.S. Army Corps of Engineers, Omaha, Nebraska, is the contracting activity.
