Building stronger pipelines of climate projects through well-structured concept notes

The Global Covenant of Mayors for Climate and Energy (GCoM)-City Climate Finance Gap Fund Partnership team, in collaboration with the Green Brazil Consortium (CBV) and the Brazil Climate Center (CBC), is supporting state governments through a series of capacity-building sessions designed to strengthen access to technical assistance and climate finance.

The third session of the series, held in Brasília, Brazil, on September 11 2025, during the 2nd Meeting of the Green Resilient Cities Program (PCVR) organized by the Ministry of Environment and the Ministry of Cities, provided practical training on how to structure climate project concept notes. State representatives and partner organizations explored financing institutions' requirements, worked with the World Resources Institute (WRI)-CBC Climate Finance Guide, and received guidance from the Cities Climate Finance Leadership Alliance (CCFLA) Hub Brazil on submitting project ideas to the Programa Cidades Verdes Resilientes (PCVR) Project Pipeline . The workshop included group activities, enabling participants to turn identified climate problems into structured solutions with potential impact.

Since 2024, CBV, CBC, and the GCoM-Gap Fund Partnership have been working together to engage Brazilian states in advancing the national climate agenda, aligned with the Coalition for High Ambition Multilevel Partnerships ( CHAMP ). In total, five training sessions have been planned for 2025, addressing key aspects of urban project structuring and access to climate finance, and building concrete connections between states and diverse organizations within the climate action ecosystem. The training cycle will conclude at the COP30 Local Leaders Forum in Rio de Janeiro, Brazil this November.

Share your project with the PCVR Project Pipeline

For training sessions to translate into tangible results, states and local governments must have access to concrete opportunities to apply the knowledge acquired. The PCVR Project Pipeline, an initiative of the Ministry of the Environment in partnership with CCFLA and the University of Brasília Sustainable Development Center (UnB/CDS), provides this kind of strategic opportunity.

The Project Pipeline aims to identify and consolidate a portfolio of urban projects eligible for financing through mechanisms such as the Climate Fund and Pró-Cidades, while also linking them to other national and international sources of funding and technical assistance.

The GCoM-Gap Fund Partnership supports this effort by contributing to the review of the submission process, promoting calls for proposals, providing technical guidance to applicant teams, and facilitating engagement with strategic partners. This role reflects our shared commitment to helping subnational governments move from climate ambition to finance-ready projects.

The first call for proposals is currently open until 10 October 2025, inviting submissions from municipalities, state governments, and public or mixed-capital companies. Selected projects will be showcased at COP30 in Belém, Brazil this November.
