Permit for Heat Pump HVAC Systems Now On-Demand

The City of Santa Barbara's Community Development Department, in partnership with Santa Barbara Clean Energy (SBCE), has streamlined the permitting process for heat pump heating, ventilation, and air conditioning (HVAC) system replacements. The former Express Permit has now transitioned to an On-Demand Permit, further streamlining access to energy-efficient home upgrades.

Overview of the Updated On-Demand Permit

The On-Demand Permit is designed to provide homeowners with instant approval for replacing an existing gas or electric resistance (HVAC) system with a high-efficiency heat pump system. This update enhances customer service, reduces processing time, and supports the City's goal of reaching carbon neutrality by 2035.

Heat pump HVAC systems deliver fully electric heating and cooling in one appliance, improving comfort and reducing household greenhouse gas emissions.

Please note: Properties located within the Coastal Zone or designated as a Historic Resource are not eligible for the On-Demand Permit. These properties must continue to apply through the Express Permit option by selecting the mechanical application. These applicants will pay the full permit fee upfront and be reimbursed by SBCE upon project completion.

Permit Fee Coverage and Incentives

SBCE, the City's nonprofit clean electricity provider, will continue to offer financial support for qualifying projects. Fees for On-Demand permits will be waived upfront, making the permit free for applicants. SBCE will provide reimbursement of up to $820 for mechanical permits for the replacement of an existing HVAC system with a heat pump model.

Additional incentives for purchasing and installing heat pump technologies, and incentives for associated electrical work, remain available through SBCE's Home Electrification Accelerator Program (HEAP). More information is available at SantaBarbaraCA.gov/HEAP.

How to Apply

Residents and contractors may apply online using their Accela Citizen Access (ACA) account. The On-Demand Permit process allows applicants to submit documentation electronically and, when eligible, receive immediate permit issuance.
