August 11, 2026

ROSEVILLE, Calif. - Balfour Beatty, Roseville City School District (RCSD), students, families and community leaders gathered Aug. 6 to celebrate the official grand opening of Winding Creek Elementary School, a new campus that expands educational opportunities for West Roseville's growing student population.

As part of the celebration, approximately 462 transitional kindergarten through 5th grade students were welcomed on the first day of school with a red carpet, balloons, and with performances and assistance provided by the West Park High School band and cheer students. The ribbon-cutting ceremony also welcomed district leaders, educators, project partners and community members to commemorate the opening of the school's new learning environment.

"Today, we open more than a school-we open a place where every child will be known, supported, and inspired to grow," said Principal Susanna Ramirez. "This beautiful campus represents our shared commitment to building a future filled with opportunity, belonging, and "Success for All at the Creek"!"

Built by Balfour Beatty and designed by HMC Architects, the new approximately 50,000-square-foot campus provides an environment for modern teaching and learning. The two-story facility features flexible instructional spaces, specialty learning areas, a library, multipurpose facilities, playgrounds and outdoor gathering areas uniquely designed with the intent to create a safe, welcoming and innovative environment for students, staff and the community.

The project team also delivered the campus ahead of schedule and on budget, allowing students and educators to begin the school year in a state-of-the-art facility designed to meet the district's long-term educational needs.

"This project demonstrates what can be achieved through collaboration, innovation and a shared commitment to students," said Kyle Frandsen, Balfour Beatty vice president in Sacramento. "We are honored to have partnered with the district to create a campus that will positively impact generations of students."

Located at 1135 Celebrate Drive in West Roseville, Winding Creek is RCSD's 22nd school site and the seventh to open west of Fiddyment in the last 18 years. With more than 12,800 students, the District continues its commitment to quality education while keeping pace with the growth of the community. At full capacity, Winding Creek will serve up to 650 students and at full build-out, the District expects to reach 23 schools and 16,000 students.

The new school marks an important milestone for the Roseville City School District as it continues to meet the educational needs of one of the region's fastest-growing communities.
