The Director of the Small Donor Elections program is proposing changes to the Small Donor Elections Administrative Rules.

The Director of the Small Donor Elections program is proposing changes to the Small Donor Elections Administrative Rules.

The Small Donor Elections Code (PCC 2.16) created the authority for these rules.

The public may submit comments on these proposed rules by emailing them to [email protected]by the close of the business day on October 1, 2025.

These proposed changes were recommended by the Portland Elections Commission, after reviewing qualitative and quantitative data to assess program performance, to address emerging issues, to ensure the program design remains aligned with a constantly changing electoral and campaign finance climate, and to continually improve the program. They published their findings and recommendations in their reporton the 2024 election.

Once final, this rule will take place 7 days after it is published.
