Prime Minister Inga Ruginienė today signed a joint declaration by the governments of Lithuania and Ukraine on the implementation of the "Create Ukraine" program. This initiative, allocated €3 million over three years, was created based on Lithuania's successful experience in implementing the "Create Lithuania" program.
The Prime Minister of the Republic of Lithuania emphasized that this program represents significant support for Ukraine not only during this difficult period, but also in the country's post-war reconstruction.
"We believe in Ukraine's victory and are contributing to it with all our strength. This program will help bring back young, motivated professionals, strengthen the public sector, and promote reforms that are essential for Ukraine's path towards membership in the European Union," the Prime Minister said.
"Create Ukraine" helps address one of the greatest challenges to Ukraine's recovery - the shortage of qualified specialists in the public sector. The program invites young Ukrainians living abroad to return to work in state institutions, where for one year they would contribute to European integration, reforms, and economic recovery. Lithuania finances their salaries, reducing financial risk for both returning specialists and national institutions.
The initial phase of the program, launched in early 2024, has already enabled ten young professionals to return to Ukraine. The three-year program envisages creating conditions for approximately 75-80 specialists to return to their homeland, and with additional partners the number of participants could increase to 250-300, significantly strengthening Ukraine's preparedness for membership in the European Union. The program could be integrated into the international "Team Europe" initiative, creating opportunities for broader financing from EU countries and international partners.
