Foreign Ministry Spokesperson Lin Jian’s Regular Press Conference on December 23, 2025

Reuters: Reuters reported on Monday, citing a draft Pentagon report, that China is likely to have loaded more than 100 intercontinental ballistic missiles across its latest three silo fields. The Pentagon report also said that China has no desire for arms control talks. Does the Foreign Ministry have any comment on this report?

Lin Jian: I'm not familiar with what you cited as a U.S. draft report, but we've been hearing the same story told and retold by the U.S. to create pretext for speeding up the upgrade of U.S. nuclear power and disrupting global strategic stability. The international community needs to be soberly aware of that. The U.S., as a nuclear superpower sitting on the world's biggest nuclear arsenal, must fulfill its special and primary responsibility for nuclear disarmament, further make drastic and substantive cut to its nuclear arsenal, and create conditions for other nuclear-weapon states to join the nuclear disarmament process. This should be a high priority for the U.S.

Just last month, the Chinese government released a white paper entitled China's Arms Control, Disarmament and Non-Proliferation in the New Era with a full overview of China's nuclear policy and position on nuclear disarmament. China remains firmly committed to the policy of no first use of nuclear weapons and a nuclear strategy that focuses on self-defense. China keeps its nuclear strength at the minimum level required by national security and does not engage in any nuclear arms race with any country. China takes an active part in the review process of the Treaty on the Non-Proliferation of Nuclear Weapons and meetings of the P5 (five nuclear-weapon states) mechanism, and maintains dialogue with various parties on nuclear disarmament.

AFP: Yesterday, the Chinese Embassy in Cambodia said that a Chinese national in Battambang Province was slightly injured by artillery fire. Does the Foreign Ministry have an update on this person's situation?

Lin Jian: It's learned that on December 22, a Chinese national suffered minor abrasion in the border conflict between Cambodia and Thailand. The Chinese Embassy in Cambodia has reached out to the person and will provide consular protection and assistance within its duty. 

In light of the ongoing security situation along the Cambodia-Thailand border, we once again advise Chinese nationals not to travel there for the time being. We request the parties to the conflict to protect the safety, security and legitimate rights and interests of Chinese nationals and companies.

Reuters: The Federal Communications Commission of the U.S. said on Monday it is adding China's DJI to a list of companies determined to pose unacceptable risks to U.S. national security and will bar approvals of new types of drones for import or sale in the United States. Does the Foreign Ministry have any comment?

Lin Jian: China firmly opposes the U.S. overstretching the concept of national security and making discriminatory lists to go after Chinese companies. The U.S. should stop its wrong practice and create a fair, just and non-discriminatory environment for Chinese companies.

Ukinform News Agency: Questions on the Russian Ukrainian war issue. Now, active negotiations are underway on a peace plan to end the Russian Ukrainian war. Is China participating and what role does it play in this peace process? And second question, President Volodymyr Zelenskyy has said that Ukraine will soon adopt a new package of sanctions against Russian entities and individuals who facilitate Russia's aggression, which will include nationals of other countries, including China. Does the Foreign Ministry have any comments?

Lin Jian: Since the outbreak of the Ukraine crisis, China has maintained close communication with relevant parties, including Russia and Ukraine, and stayed committed to a ceasefire and peace talks. Our efforts are there for all to see. China supports all efforts for peace and will continue to play a constructive role to that end.

On your second question, China opposes unilateral sanctions that violate international law and lack the authorization of the UN Security Council. We urge Ukraine to stop pursuing the wrong course at once. China will firmly protect the legitimate and lawful rights and interests of Chinese companies and nationals.

Shenzhen TV: Recently, China launched island-wide special customs operations in the Hainan Free Trade Port (FTP). Comments around the globe say this move is the latest demonstration of China's institutional opening up, and builds a bridge between the global market and the great domestic demand in China. The launch of the Hainan FTP will bring new opportunities for other countries, making it attractive within the Asia Pacific and for other regions as well. What's your comment on this?

Lin Jian: From the establishment of Hainan special economic zone to the most recent launch of island-wide special customs operations in the Hainan Free Trade Port, Hainan has left a deep mark in the course of China's reform and opening-up. To "develop the Hainan Free Trade Port to high standards" is written into the Recommendations of the Central Committee of the CPC for Formulating the 15th Five-Year Plan for National Economic and Social Development adopted at the fourth plenary session. We are convinced that Hainan FTP will become an important gateway of China's high-standard opening up.

In the face of growing uncertainties in global economy, China's response is to deliver its commiment of opening up with concrete actions, to fight protectionism with firm resolve, and promote an open world economy. China's negative list for foreign investment access has shrunk, restrictions of access for the manufacturing sector has been brought down to naught, zero-tariff treatment for 100 percent tariff lines has been granted to all LDCs that have diplomatic ties with China, and visa-free policy and visa-free transit have been upgraded. From January to November, China has established over 60,000 new foreign-invested companies, up by 16.9 percent year-on-year, and total trade volume of goods has exceeded RMB 41 trillion yuan, up by 3.6 percent year-on-year. China has continued to step up the width and depth of its opening up, to be a stronger magnet for foreign markets and to demonstrate the resilience and vitality in trade. 

The recent Central Economic Work Conference has identified staying committed to opening up and promoting win-win cooperation in various areas as one of the major tasks for next year. China will open even wider and generate even more development opportunities. This will inject new momentum for global common prosperity. 

Reuters: According to Korean media reports today, K-Pop agencies will hold a concert in Hong Kong in early 2026 which will be broadcast by China's Hunan TV. Could China confirm whether reports on these plans are accurate? Is China planning on allowing K-Pop concerts and content back into the mainland after a nearly decade-long hiatus?

Lin Jian: I'm not aware of what you mentioned.
