WASHINGTON, D.C. - Today, the U.S. House of Representatives passed three pieces of legislation led by U.S. Representative Ami Bera, M.D. (CA-06), advancing bipartisan efforts to strengthen America's national security, economic competitiveness, and global partnerships.

The passage of these measures reflects Representative Bera's leadership on foreign policy and his longstanding focus on strengthening America's alliances, addressing growing challenges in the Indo-Pacific, securing critical mineral supply chains, and supporting a strong U.S. defense industrial base.

Strengthening U.S. Alliances in the Indo-Pacific
The U.S.-Japan-ROK Trilateral Cooperation Act establishes a permanent inter-parliamentary dialogue among the legislative bodies of the United States, Japan, and the Republic of Korea. The legislation builds on the historic Camp David Summit in August 2023 and aims to institutionalize cooperation among America's closest allies in the Indo-Pacific.
The bill creates regular channels for lawmakers to coordinate on shared security, economic, and regional challenges while advancing policies that promote a free, open, and resilient Indo-Pacific.
Securing Critical Mineral Supply Chains
The DOMINANCE Act, which Representative Bera leads alongside Representative Young Kim (CA-40), seeks to reduce global dependence on strategic competitors, particularly China, for critical minerals that are essential to America's energy future and defense industrial base.
The bipartisan legislation strengthens U.S. partnerships with trusted allies and partners to develop secure critical mineral supply chains while better aligning America's diplomatic, development, and financing tools to support these efforts. The bill unanimously passed the House Foreign Affairs Committee in May and has received broad support from stakeholder groups and organizations.
Supporting Allied Defense Cooperation and American Manufacturing
The Allied Defense Sales Act, which Representative Bera leads alongside Representative Ryan Zinke (MT-01), would make it easier for trusted allies and partners to coordinate joint purchases of American-made defense equipment.
The legislation is designed to strengthen interoperability among allied nations, support American manufacturing, and help partners acquire critical defense capabilities more efficiently. By enabling coordinated procurement among countries with shared defense needs, the bill would bolster strategic partnerships abroad while supporting a strong domestic defense industrial base.
