On October 1st, 2025, we just celebrated the 76th anniversary of the founding of the People's Republic of China.
Over the past 76 years, China has transformed from an impoverished, underdeveloped agricultural country to the second largest economy and ranks first in manufacturing, goods trade, foreign exchange reserves, and energy production in the world. In the first half of this year, China's economy grew by 5.3% year on year, with its annual GDP expected to reach around 140 trillion RMB (approximately 82 trillion Kina). China has contributed around 30% to the global economic growth for many consecutive years and will continue to inject more and stronger momentum into the global economy in the future.
Over the past 76 years, China has developed a world-leading scientific research system from a nearly non-existent technological foundation. In recent years, China's investment in research and development has expanded rapidly, breakthroughs in key technologies have accelerated, and emerging industries have flourished. China has achieved a series of global "firsts" in fields such as artificial intelligence, quantum science, manned spaceflight, and deep space exploration. With the world's largest pool of R&D personnel and more than 5 million STEM graduates each year, China is well positioned in vibrant and dynamic innovation.
Over the past 76 years, China has built the world's largest education, social security, and health-care systems from scratch. China's railway operating mileage now exceeds 160,000 kilometers, including over 48,000 kilometers of high-speed rail, which is twice the combined total of the rest of the world. In 2024, the number of criminal cases filed in China dropped by 25.7 percent year on year. And China is one of the countries with the lowest homicide rate, lowest crime rate, and least gun-related and explosive violent crimes. It is also widely recognized as one of the safest countries in the world.
Many PNG friends asked me, what is the code of China's success? What are the important inspirations for the rest of the world, especially the developing countries? I believe there are four aspects.
First, upholding the leadership of the Communist Party of China. This is the fundamental reason for China's success. the Communist Party of China (CPC) has in the people its roots, its lifeblood, and its source of strength. The Party represents the fundamental interests of the overwhelming majority of the Chinese people. It has no special interests of its own, nor has it ever represented the interests of any individual interest group, any power group, or any privileged stratum. CPC always does everything for the people and relies on them in everything we do, exercise governance on behalf of the people and on the basis of their support, and stick to the notion that development is for the people, depends on the people, and its fruits should be shared by the people. Over the past years, the Party has united and led Chinese people to forge ahead with solid steps and made great leaps from standing up and becoming better off to growing in strength, bringing about two great miracles of rapid economic growth and enduring social stability. Both the facts of history and the reality of today prove that without the CPC, there would be no new China and no national rejuvenation.
Second, upholding independence. Throughout human history, no nation or country has ever become strong and prosperous by relying on external forces, indiscriminately copying the models of other countries, or blindly following in others' footsteps. Those who have attempted to do so have either suffered inevitable defeat or been reduced to vassals of others. Independence is the essence of China's national spirit. More than 180 years ago, facing the invasion of Western powers, the Chinese people never surrendered. More than 90 years ago, facing the vicious Japanese invaders, the Chinese people resolutely fought and finally won the victory of the War of Resistance Against Japanese Aggression in 1945. As long as we maintain independence and self-reliance, bolster our people's sense of national dignity and self-confidence while drawing on the useful experience of other countries, and refuse to be taken in by fallacies or to bend in the face of pressure, we will be able to keep the fate of China's development and progress firmly in our own hands.
Third, emphasizing a result-oriented approach. All the endeavors led and united by CPC are aimed at building China into a modernized strong nation and realizing the great rejuvenation of the Chinese nation. This requires us to always uphold a result-oriented approach, base our efforts on the present while keeping a long-term vision, and advance the cause of modernization step by step through successive Five-Year Plans. In 2021, the Chinese Government released the 14th Five-Year Plan (2021-2025) for National Economic and Social Development of China. This year will wrap up the implementation of the Plan. China has clocked up a series of landmark achievements, including a resilient economy, solid steps in green transition and unwavering opening up. China's economic growth is projected to exceed 35 trillion yuan (20.5 trillion Kina) in the five-year period. Over the first four years of the period, the economy expanded at an average annual growth rate of 5.5%. China's installed renewable energy capacity reached 2.09 billion kilowatts by May 2025, more than doubling that in 2020.
Forth, maintaining a global vision. China has been cogitating on the future of humanity with a global vision, champions opening up over isolation, pursues mutual benefit instead of zero-sum games, and stands up for fairness and justice. China keeps to the path of peaceful development, and never take advantage of others, or seek hegemony. Last month, Chinese President Xi Jinping put forward the Global Governance Initiative (GGI) in order to firmly support the U.N. to play a central role in international affairs, address challenges more effectively, and serve the interests of all nations better. The GGI is yet another important public good provided by China, following the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. The four global initiatives bring much-needed stability and certainty for an ever-changing and turbulent world, and demonstrate China's commitment to taking up its responsibility in international affairs.
China regards Pacific island countries as indispensable partners in building a community with a shared future for humanity and has always upheld the "four full respects" policy for their sovereignty and independence, will, cultural traditions and efforts to seek strength through unity when forging ties with Pacific island countries. China has provided assistance to Pacific island countries with no political strings attached or impositions, and the aid has never come as lip-service.
China always advocates that the domestic affairs of Pacific island countries should not be interfered and their right to independent should not be denied. Pacific island countries have the right to pursue friendly cooperation with all development partners. Pacific region should not become an arena of big power rivalry, and no country should treat the island countries as its "backyard," or engage in zero-sum competition and exclusive arrangements. China and the Pacific island countries are members of the Global South and also developing nations. It is right and proper for the two sides to help each other and deepen South-South cooperation in all aspects without interference.
This year, PNG celebrated its 50th anniversary of independence. Next year, we will see the 50th anniversary of the establishment of China-PNG diplomatic relations. The Chinese side are ready to work together with PNG to review the successful experiences of the past five decades and jointly draw blueprint for the development of bilateral relations over the next 50 years, further deepening the China-PNG Comprehensive Strategic Partnership, strengthening mutual trust, expanding our cooperation in more fields, and bringing more tangible benefit to Papua New Guineans.
