Council awards Crest Canyon utility undergrounding construction contract

Work is set to begin at the Crest Canyon Utility Undergrounding District next month, with the City Council on Sept. 8 awarding a $7.1 million construction contract that came in $1.8 million below an earlier estimate.

The contract award to TC Construction Company, Inc., clears the way for trenching and equipment installation to begin in October along Crest Road, Avenida Primavera, Oribia Road, portions of San Dieguito Drive and other streets near Crest Canyon.

To complete the project, crews will dig 19,610 linear feet of trenches to bury 12,520 linear feet of overhead cables serving 152 properties.

The contractor is expected to finish in fall 2026.

Afterward, homeowners will be required to trench and install conduit from their homes to a point of connection at the street.

Once all homeowners have completed their lateral installations, utility companies can begin connecting properties to the newly-installed underground cables and removing the old ones overhead.

As a final step, estimated in the spring of 2027, the power and communications companies will remove the 77 utility poles.

In addition to their unanimous approval of the construction contract, Councilmembers on Sept. 8 also approved related task orders for construction management and inspection services, geotechnical services and environmental monitoring.

Next week, in related business, the City Council on Sept. 22 is scheduled to:

  • Approve a cost agreement with SDG&E for work to be performed by the utility and its contractors within the Crest Canyon district; and
  • Consider the final IBank loan amount to finance construction of the Crest Canyon district and the next-in-line district, Stratford Court North.
