Through the course of their ongoing efforts into combatting child pornography, officers with the Wheaton Police Department learned of an email account that was associated with the National Center for Missing and Exploited Children cyber tips system. The Wheaton Police Department opened an investigation regarding possible child pornography associated with this email account.
Through the course of their investigation, detectives were led to Jacobson as the alleged owner of the email account. Following execution of a search warrant conducted by the Wheaton Police Department, it is alleged that Jacobson was in possession of multiple images of child pornography. It is further alleged that Jacobson, who is a registered sex offender, failed to notify and include his email and social media accounts when he registered with the Wheaton Police Department.
"Child pornography is not a victimless crime," Berlin said. "Year after year, hundreds of thousands of images are downloaded and shared over the Internet with each image representing yet another innocent, young victim of child pornography. To protect these innocent victims, my office stands ready to vigorously prosecute any allegations of child pornography.
"These cases are challenging on even the most seasoned investigators, and I sincerely appreciate the Wheaton Police Department for their work on this case and for their continuing efforts to protect our children from child pornographers. I also thank Assistant State's Attorney Cathy Nusgart for the hard work she put into this very disturbing case."

Jacobson's next court appearance is scheduled for Nov. 17, 2025, in front of Judge Ann Celine O'Hallaren Walsh.
Members of the public are reminded that this complaint contains only charges and is not proof of the defendant's guilt. A defendant is presumed innocent and is entitled to a fair trial in which it is the government's burden to prove his or her guilt beyond a reasonable doubt.
