Illinois Power Agency Invites Qualified Offerors to Respond to a Request for Proposals for Joint Illinois Shines & Illinois Solar for All Program Administrator

The Illinois Power Agency ("IPA" or "Agency") is seeking a qualified and responsible expert firm to serve as the combined Program Administrator for the Illinois Shines and Illinois Solar for All ("ILSFA") programs. In the fall of 2025, the IPA sought responses from prospective Offerors to a Request for Qualifications, 26-RFQ-01.

The Agency has reviewed responses to 26-RFQ-01 and found the following list of Offerors qualified to respond to a Request for Proposals, 26-RFP-01:

• APTIM Environmental & Infrastructure, LLC

• Center for Sustainable Energy

• DNV Energy Services USA Inc.

• Energy Solutions

• Guidehouse Inc.

• Primera Engineers, Ltd.

Only qualified Offerors are invited to respond to the RFP. Responses to the RFP are due on March 13, 2026 by 5:00 p.m. CT. To submit a response, please follow the detailed instructions found in Section 1, subsection I.5 ("Submission Due Date, Time, and Address for Submission"). For this RFP and other materials concerning this IPA Joint Program Administrator RFQ/RFP process, please refer to the Stakeholder Engagement page on the IPA website.

Qualified Offerors may submit clarifying questions to the IPA and participate in a virtual Q&A workshop:

• Any qualified Offeror may submit written questions to the IPA at [email protected]. Please refer to Section 1, subsection I.3 and I.4 of the RFP for further details and due date. All questions and their responses will be published to the Agency's website after removing Offeror-specific details to maintain anonymity.

• Qualified Offerors may also choose to participate in a virtual Q&A workshop to be held on January 27, 2026 at 11:00 a.m. CT. This workshop is intended to provide qualified Offerors with a virtual session to ask questions of the IPA staff in support of Offeror RFP response development. Participation in the workshop is not required. To participate, Offerors must contact the IPA at [email protected] and request workshop registration information. Further, the IPA will make its best effort to post questions and summary responses discussed through this workshop on its website.
