North Neighborhood Response Team Arrests Prolific Retail Theft Suspect

On Friday, September 18, 2026, officers from the North Precinct Neighborhood Response Team (NRT) conducted a retail theft mission at Jantzen Beach Shopping Center in collaboration with NRTs from Central and East Precinct, and personnel from PPB's Special Victims and Major Crimes Units. Partners also included the Multnomah County District Attorney's Office and the Organized Retail Crime Association of Oregon. The mission focused on combating chronic victimization experienced by local business partners at Jantzen Beach Shopping Center and in the surrounding neighborhoods.

Officers made 13 arrests (including 5 with outstanding warrants) and recovered one stolen vehicle. Mission members also successfully recovered and returned $2,261 worth of stolen merchandise to local business partners.

Additionally, PPB personnel conducted a coordinated operation targeting a prolific offender, Dana Baines, 29. Baines was charged him with Robbery in the Second Degree and numerous Theft and Trespass charges, and lodged in the Multnomah County Detention Center. This investigation resulted in the closure of more than 81 open cases, representing $3,222 in stolen merchandise.

PPB remains committed to strengthening community partnerships, improving livability, and holding offenders accountable. Investigations stemming from this mission will continue, and additional missions will be conducted to address ongoing criminal activity and support the safety and well-being of the community.
