The Kern County Board of Supervisors met today as scheduled for Tuesday's April 28, 2026, Board Meeting. Chairman Phillip Peters (District 1), Supervisor Chris Parlier (District 2), Supervisor Jeff Flores (District 3), Supervisor David Couch (District 4), and Supervisor Leticia Perez (District 5) were in attendance. Item No. 1 AM session:
The Board adopted a Resolution honoring Elisa Gomez, Department of Human Services, upon her retirement with 25 years of dedicated service to the County of Kern.

The Board proclaimed May 2026 as Foster Care Awareness Month in Kern County.

Item No. 9 AM session:
The Board approved an Agreement with Eli Health to participate in the GUIDE Model Partner Organization, to deliver comprehensive services and support for people with dementia, from April 28, 2026 through December 31, 2027.
Item No. 11 AM session:
The Board approved a Memorandum of Understanding (MOU) with the Trustees of the California State University Bakersfield, to display of a statue of the University's mascot, Rowdy, within the William M. Thomas Terminal located at Meadows Field Airport. This will enhance campus visibility and promote community engagement through the traveling public.
Item No. 13 AM session:
The Board approved a Resolution authorizing closure of the County Clerk's office on June 2, 2026, and November 3, 2026, for use by Elections Division of customer service windows and staff to help alleviate lines and better assist voters during the Primary and General elections.
Item No. 25 AM session:
The County Administrative Office presented the Fiscal Year 2025-2026 third quarter budget status report. The Board approved the budgetary adjustments.

Item No. 26 AM session:
The County Administrative Office and the California State Association of Counties (CSAC) presented the statewide impacts of the "One Big Beautiful Bill Act (H.R. 1). The Board received and filed this report.

Item No. 37 AM session:
The Board authorized a sole source purchase order with Kern County Sheep Grazing Association LLC, to provide hazard reduction prescribed grazing operations to target and reduce flammable vegetation.
Item No. 38 AM session:
The Board approved the Facility Use Agreement with Delano Joint Union High School District, for 2026 Delano JobFest to be held June 10 - 11, 2026.
Item No. 39 AM session:
The Board approved the Event License Agreement with Mojave Air and Space Port, for 2026 Mojave JobFest to be held September 16 - 17, 2026.
Item No. 1 PM session:
A public hearing was held on a proposed ordinance to establish sewer service charges for Fiscal Year 2026-2027. The Kern Sanitation Authority proposed increasing the annual rate from $356.95 to $368.95 per Equivalent Single-Family Dwelling. The Board voted to adopt the ordinance.
Item No. 2 PM session:
A public hearing was held on a proposed ordinance to establish sewer service charges for Ford City-Taft Heights for Fiscal Year 2026-2027. The Board voted to maintain the existing annual charge of $545.25.
Item No. 11 PM session:
A public hearing was held on a proposed increase in assessments within County Service Area (CSA) No. 4 for street light service charges for Fiscal Year 2026-2027. The area includes 204 parcels near Norris Road and Fruitvale Avenue. The Board adopted the Ordinance, increasing the annual assessment from $30.00 to $48.00 a year.

Item No. 13 PM session:
The Board approved the Public Works Department's request to set a hearing, receive public comment, and tabulate ballots on Tuesday, June 16, 2026, at 2:00 p.m. in the Board Chambers to consider the annexation of the Fuller Acres community into County Service Area No. 87 to provide street light service.
Item No. 14 PM session:
The Board approved the Public Works Department's request to set a public hearing on Tuesday, June 9, 2026, at 2:00 p.m. in the Board Chambers to consider service charges for all County Service Areas for Fiscal Year 2026-2027.
Item No. 16 PM session:
The Board approved the Public Works Department's request to publish a Notice to Bidders for a bid opening on Wednesday, May 27, 2026, at 11:00 a.m. for the Winter Lane from Habecker Road to East Side Canal project.
Item No. 30 PM session:
The Board approved the proposed Agreement with Mountain Communities Chamber of Commerce for streetscape improvements in the community of Frazier Park, from April 28, 2026 through December 31, 2026, in an amount not to exceed $20,000.
Items No. 31 -32 PM session:
The Board approved contributions to the following various organizations to support community outreach efforts, including $500 each to Kern County Student Leadership to support future leaders; Mothers Against Drunk Driving, for educational purposes; National Alliance on Mental Illness (NAMI), to support individuals with mental illness; and Kern County and Aero Foundation, Inc., to support flight academy students; Shafter Chamber of Commerce to support Cinco de Mayo event. Additional contributions in the amount of $1,000 each were approved to Bakersfield College Foundation, to support college's choir; Honor Flight Kern County, to support veterans; and Orange Heart Foundation; to support World Bipolar Day.
Item No. 38 PM session:
A public hearing was held on the proposed purchase of real property at 20890 Hacienda Boulevard in California City from the City of California City, as successor to its dissolved Redevelopment Agency of the City of California City for continued use as a fire station. The Board adopted the Resolution and approved the acquisition.
Item No. 39 PM session:
A public hearing was held on the proposed purchase of real property located at 601 Gardner Field Road in Taft from Millie Development Company, LLC, for use as a Sheriff substation. The Board adopted the Resolution and approved the acquisition.
Item No. 40 PM session:
The Board approved the award agreement with Zumwalt Construction, Inc., as Design-Build Contractor for Kern County Hart Flat Fire Station 11.
Item No. 42 PM session:
The Board approved the General Services Division's request to appropriate unanticipated revenue from California Department of Transportation grant, and increase appropriations for major maintenance project, Heritage Park Revitalization, in the amount of $211,073.
Item No. 43 PM session:
The Board approved General Services Division's request for a mid-year major maintenance project for District 5 - Viki Araujo Park Improvement, in an amount not to exceed $325,000.
