Josephine County, OR - The Josephine County Board of Commissioners conducted multiple meetings this week involving budget development, economic development, emergency preparedness, public infrastructure, community partnerships, and ongoing County operational planning.

On May 18, the Board participated in a presentation regarding Business Retention and Expansion (BR&E) survey results coordinated through the Grants Pass & Josephine County Chamber of Commerce. Discussion focused on local business concerns involving workforce availability, housing, childcare, economic growth challenges, and long-term business sustainability throughout Josephine County. Commissioners discussed the importance of supporting existing businesses while encouraging continued economic development opportunities within the region.

Throughout the week, the Budget Committee continued review of the proposed Fiscal Year 2026-2027 County Budget during public Budget Committee meetings held on May 19 and May 21. Budget Officer Arthur O'Hare presented the proposed budget and annual Budget Message outlining projected revenues, expenditures, reserve requirements, staffing levels, and operational priorities for the upcoming fiscal year. Discussion occurred regarding departmental operations, public safety funding, reserve sustainability, staffing reductions, capital planning, and long-term financial stability.

Budget Committee members and Commissioners additionally discussed balancing transparency, public engagement, departmental presentation schedules, and future opportunities for broader public education regarding County services and operations.

During the May 19 Administration Workshop, the Board reviewed and approved several operational and administrative matters involving Finance, Recreation, Information Technology, Public Works, Human Resources, and Airports operations.

Finance-related business included approval of a professional services agreement for County tax statement processing services intended to improve operational efficiency and reduce administrative costs. Recreation staff presented a contract related to Fairgrounds commercial building floor improvements ahead of the upcoming County Fair season. Commissioners also approved transfer of surplus foreclosure funds to the Oregon State Treasury consistent with updated legal guidance and statutory procedures.

Information Technology staff discussed possible policy revisions related to continuity-of-government procedures and access to County email accounts following employee separation. Commissioners directed staff to continue coordinating with Legal Counsel regarding proposed revisions and future policy recommendations.

Public Works presented roadway maintenance invoices associated with annual striping operations and discussed administrative efficiencies for recurring operational purchases. Human Resources additionally presented personnel-related matters involving Public Health and Community Corrections staffing requests.

At the May 20 Weekly Business Session, the Board heard public testimony involving local economic conditions, water and geological concerns, business expansion challenges, and wildfire insurance availability within Josephine County. Commissioners also approved the Consent Calendar, including prior Board minutes and advisory board materials.

During commissioner announcements, discussions focused on emergency preparedness, evacuation readiness resources, wildfire season preparation, and upcoming Memorial Day community events. Commissioners encouraged residents to familiarize themselves with local emergency alert systems and evacuation planning resources ahead of the summer fire season.

Throughout the week, Commissioners also participated in numerous intergovernmental meetings, wildfire preparedness discussions, economic development coordination efforts, transit and infrastructure conversations, constituent meetings, and regional partnership activities involving public safety, emergency management, and community services. The Board of Commissioners also made site visits under ORS 192.610(6)(b) and OAR 199-050-0015.

The Board also conducted Executive Sessions during the week pursuant to Oregon Public Meetings Law for purposes including consultation with legal counsel regarding pending litigation and personnel-related matters. Direction to staff and legal counsel was provided as appropriate consistent with Oregon law. No final decisions were made during Executive Session.
