Public Notice:LEGAL NOTICE PUBLIC NOTICE FOR HAZARDOUS WASTE PERMIT MODIFICATION REQUEST, REMEDIAL ALTERNATIVES EVALUATION REPORT, REMEDY IMPLEMENTATION WORK PLAN, AND PROPOSED REMEDIAL ACTION PLAN UNDER THE VOLUNTARY REMEDIATION PROGRAM HF SINCLAIR PARCO REFINING LLC SINCLAIR, WYOMING Pursuant to W.S. 35-11-1604, notice is hereby given that HF Sinclair Parco Refining LLC (Parco) has prepared a "Remedial Alternatives Evaluation Report, Solid Waste Management Unit 25 South Area, Revision 1" (RAER) at the Parco Refinery located at 100 East Lincoln Highway, Sinclair, Carbon County, Wyoming. The RAER documents the evaluation of environmental conditions and proposes a remedial package under the Voluntary Remediation Program (VRP) to remediate diffuse asbestos in surface soil, subsurface bulk asbestos-containing material, and surficial polynuclear aromatic hydrocarbon impacts. Parco and the Wyoming Department of Environmental Quality (WDEQ) are proposing to enter into Remedial Action Plan No. 5 (RAP 5) for the North and South Areas of Solid Waste Management Unit 25 (Surface and Subsurface Residuum - East). Modification of the Permit is necessary to incorporate the remedy described in RAP 5. The WDEQ determined that the Parco Refinery's Modification Request is complete and technically adequate. In accordance with the provisions of the Wyoming Environmental Quality Act and Chapter 1 of the Hazardous Waste Rules and Regulations, the WDEQ proposes to modify the Parco Hazardous Waste Management Facility Permit (Permit) for the Parco Refinery. Based on the Modification Request, the WDEQ has completed a Draft Permit Modification. Therefore, WDEQ is giving notice and soliciting comments from the public regarding the Draft Permit Modification. Parco currently conducts activities under a Hazardous Waste Permit issued by the WDEQ on June 26, 2018. The Draft Permit Modification serves to modify the 2018 Permit. The VRP provides a safe and efficient method for clean-up of contaminated sites. Parco entered the VRP on April 1, 2003. In accordance with W.S. 35-11-1607, the requirements and remediation standards set forth in a remedy agreement are permanent, except for certain situations where the agreement may be reopened or terminated. In accordance with the W.S. 35-11-1604 and the March 2004 Preliminary Remediation Agreement and Framework Plan, Parco and WDEQ are seeking public involvement at this stage of the VRP process. WDEQ and Parco welcome and request comments to the Draft Permit Modification, RAER, RIWP, and RAP 5. In accordance with W.S. 35-11-1604, this notice will be published for two consecutive weeks. The public may access and comment on the documents as follows:
