Constituent Update - July 24, 2026

New Method to Appeal Noncompliance Records

FSIS has created a new web form to accept noncompliance appeals to make it easier for small and very small establishments to appeal FSIS noncompliance decisions outside of the Public Health Information System. This supports the USDA's Small Processors Action Plan. Establishment personnel can now submit appeals through a simple web form and FSIS will direct the appeals to the appropriate officials for response.

The new appeals web form can be accessed from the list of important links on the FSIS Appealing Inspection Decisions web page. Submitters must log in to the new appeal web form through USDA eAuthentication so FSIS can confirm the identity of the submitter. The submitter selects the applicable regulated establishment, then enters the noncompliance number being appealed, reason for appeal, and contact information. Upon submission, the submitter will receive a confirmation email of the appeal and FSIS will route the appeal to the appropriate FSIS official for consideration and response.

FSIS Announces New Inactive Meat, Poultry and Egg Inspection Directory

FSIS is announcing the creation of a new Inactive Meat, Poultry and Egg Product Inspection Directory, also known as the Inactive MPI Directory. The new directory will provide

demographic information about establishments previously regulated by FSIS, as well as locations where FSIS provided other inspection services. An establishment will be included in the Inactive MPI Directory if its operating status was changed to "inactive" in the Public Health Information System (PHIS) within the past three years.

The directory is intended to support U.S. export verification activities that occur after establishments are no longer active in PHIS. Because inactive establishments are removed from the active MPI Directory, foreign governments and other stakeholders may have difficulty confirming whether product was produced by an FSIS regulated establishment. The Inactive MPI Directory will provide a complementary public reference of establishments that became inactive within the past three years, helping to reduce unnecessary export shipment delays when eligible product remains in commerce.

The Inactive MPI Directory will be published for the first time next week on the current MPI webpage under the heading: "Inactive Establishment MPI Data File and Reference." After its initial release, it will be updated weekly at the same time as the Meat, Poultry and Egg Product Inspection Directory for active establishments. The MPI Directory will continue to identify establishments that are currently active, while the Inactive MPI Directory will provide a separate resource for establishments that have become inactive within the past three years.

FSIS Posts Updated Quarterly Humane Handling Datasets

Today, the quarterly humane handling inspection datasets were updated on the FSIS website. The datasets include: (1) the number of administrative enforcement actions taken, (2) the number of humane handling verification tasks performed, (3) the number of humane handling verification tasks that resulted in a noncompliance record (NR), and (4) the number of hours spent observing and verifying the humane treatment of livestock. This posting contains the most recent four quarters of data by district, HACCP size, and quarter.

FSIS Posts Quarterly Sampling Data

FSIS has updated the following quarterly sampling data sets:

• Quarterly Sampling Results: The quarterly sampling report was updated to include results through the third quarter of fiscal year (FY) 2026. Quarterly, FSIS calculates prevalence, volume weighted percent positive, or percent positive calculations for microbial pathogens in FSIS regulated products that are currently sampled through existing sampling projects using the prior 12 months of sampling data.
• Quarterly Sampling Reports for SalmonellaSerotype Information: The quarterly sampling report for Salmonella serotype information was updated to include results through the second quarter of FY 2026. This post includes quarterly Salmonella serotype data for Salmonella isolates collected from FSIS product categories.

The National Antimicrobial Resistance Monitoring System (NARMS) Releases a New (2026-2030) Strategic Plan

The U.S. Food and Drug Administration, in cooperation with the U.S. Centers for Disease Control and Prevention, and the U.S. Department of Agriculture released the new NARMS Strategic Plan 2026-2030. The plan's release marks the 30th anniversary of the NARMS program. Since 1996, NARMS surveillance has evolved from a traditional national antibiotic susceptibility testing system to a modern, integrated One Health surveillance system driven by whole genome sequencing. NARMS provides stakeholders, partners, the scientific community, and the public with critical data and insights that drive coordinated action to combat antimicrobial resistance in the United States. The NARMS 2026-2030 strategic plan is anchored in three themes: 1) Strengthening core surveillance, 2) Expanding collaborative networks, and 3) Embracing innovation. These focus areas reflect a commitment to improving and expanding antimicrobial resistance monitoring and data sharing and to translating decades of surveillance data into actionable research and evidence-based policy.

As antimicrobial resistance continues to pose a serious and evolving threat to public health. This strategic plan positions NARMS, its partners, and stakeholders to meet that nationwide challenge with greater coordination, stronger partnerships, and enhanced data sharing tools.

FSIS Recording Available: Webinar on Modernized PHIS Export 9060 Process

As mentioned in the July 10, 2026, Constituent Update, FSIS hosted a training webinar for exporters and trade groups demonstrating the modernized Public Health Information System (PHIS) Export 9060 process. The session walked participants through the updated export application workflow ahead of the July 27 deployment to the PHIS Industry Test Environment.

The recording is now available on the FSIS PHIS Compliance Guidance page. Exporters are encouraged to review the recording before the system deploys to the PHIS production environment on September 18, 2026. The approximately 90-minute session covered key areas of the modernized Export 9060 application. Content was developed and delivered by the PHIS program team in collaboration with the PHIS contractor.
