Vice Foreign Minister Miao Deyu Attends the Ninth Dialogue of Foreign Ministers of China and the Quartet of the Community of Latin American and Caribbean States

On September 25, 2025 local time, Vice Foreign Minister Miao Deyu, as the representative of the Chinese side, attended the ninth Dialogue of Foreign Ministers of China and the Quartet of the Community of Latin American and Caribbean States (CELAC). Foreign ministers of Colombia, Uruguay, Jamaica, Cuba, Peru, Trinidad and Tobago, Haiti, and Nicaragua, as well as deputy foreign ministers or representatives from Venezuela, Costa Rica, the Dominican Republic, Guatemala, and Honduras, attended the dialogue.

Miao Deyu said that in May 2025, the Fourth Ministerial Meeting of the China-CELAC Forum was successfully held. President Xi Jinping attended the opening ceremony and delivered an important address. He announced the launch of five programs which are Solidarity Program, Development Program, Civilization Program, Peace Program and People-to-People Connectivity Program, pointing the direction for building a China-LAC community with a shared future. Over the past four months, China and Latin American and Caribbean (LAC) states have closely cooperated and steadily promoted the implementation of the meeting's outcomes, achieving encouraging progress.

Miao Deyu stated that currently, certain countries are pushing unilateralism, protectionism, hegemony and bullying, which has brought great uncertainty to the development of the international situation. China-LAC cooperation is mutually beneficial, win-win, open, and inclusive, does not target any third party, and should not be disrupted by any third party. In the next stage, China is ready to strengthen solidarity and cooperation with LAC, deepen practical cooperation, and promote the implementation of the five programs for building a China-LAC community with a shared future, so as to bring positive energy to a turbulent world.

The participating LAC representatives spoke positively of the outcomes of the Fourth Ministerial Meeting of the China-CELAC Forum, believing that the meeting provided guidance and mapped out the path for the next phase of China-LAC cooperation. The LAC side is willing to continuously deepen cooperation with China in areas such as economy, trade, investment, renewable energy, infrastructure, digital economy, agriculture, health, and education, so as to better benefit the peoples of both sides. The LAC side expressed gratitude to China for its support in Latin America and the Caribbean as a Zone of Peace.
