CCME's Upskilling programs are designed to help entry-level City employees grow their skills, move up in their careers, and build long-term economic stability. These programs offer free, high-quality training that helps employees take the next step in their professional journey. By investing in continued education, the City of Philadelphia is showing its commitment to supporting its workforce, strengthening skills from within, and retaining talented employees across departments.

On December 11, 2025, the City College for Municipal Employment (CCME) celebrated the first-ever Completion Ceremony for the Industrial Maintenance Mechanic (IMM) Upskilling Program. This milestone marked the successful completion of a rigorous, 10-month training program focused on advanced mechanical and maintenance skills.

The IMM Upskilling class included 13 employees from the City's Clean and Green Future Track Program and Philadelphia Water Department. The program was developed in partnership with the Community College of Philadelphia (CCP) and provided more than 270 hours of classroom instruction and hands-on training. Participants attended in-person classes every Thursday at CCP's Career and Advanced Technology Center while also completing on-the-job training at their City worksites.

Balancing the program was no small task. Participants managed full-time jobs while studying for quizzes, completing exams, and building new technical skills. Their commitment and dedication showed a strong desire to grow, learn, and advance within the City workforce.

During the Completion Ceremony, participants were recognized and celebrated for their hard work, perseverance, and ambition. Graduates of the IMM program earned nine nationally recognized certifications, including OSHA certification, seven NC3 certifications, and a state-registered Pre-Apprenticeship certificate. These credentials open doors to higher-level positions across the City and provide opportunities for salary increases, job security, and long-term career growth.

The IMM Upskilling Program is a powerful example of how the City of Philadelphia is investing in its employees. By creating clear pathways for advancement and removing financial barriers to education, CCME is helping employees build stronger futures while also strengthening the City workforce for years to come.
