Rep. Roy Votes for Stop Insider Trading Act, Continuing Longstanding Fight to Ban Congressional Stock Trading

Washington, D.C. - Today, Congressman Chip Roy (TX-21) voted in favor of the Stop Insider Trading Act (H.R. 7008), critical legislation that prohibits Members of Congress and their spouses and dependent children from purchasing stocks and requires public notice before these individuals may sell stocks.

Since his first term in Congress, Rep. Roy has been a leader in the House on ending Congressional stock trading, introducing the bipartisan TRUST in Congress Act (H.R. 7200) back in 2020-the first legislation to tackle this issue since the STOCK Act (S.2038) in 2012. Rep. Roy subsequently introduced the bipartisan Restore Trust in Congress Act (H.R. 5106) in 2025.

Rep. Roy played a pivotal role in bringing the Stop Insider Trading Act to the House floor, as the American people are rightly demanding that lawmakers stop profiting off their positions of power.

"The American people deserve to know that their elected representatives are serving the public-not their own investment portfolios. Since my first term in Congress, I've fought to end congressional stock trading because public service should never be used for private gain.

While I support the bill, I want to be clear that I believe this legislation should have been brought to the floor, amended, and voted on as a single subject matter-not combined with the voter ID portion of the SAVE America Act, of which I am the proud author. To be clear, doing so was designed specifically to have most Democrats vote against it. I worked in good faith to ban congressional stock trading with colleagues on both sides of the aisle, and we should be voting on that work. I will continue to work to try to get that vote this Congress.

Nevertheless, today's passage of the Stop Insider Trading Act is an important step toward restoring trust and ensuring that Members of Congress are held to the same standard of integrity the American people expect. I'm proud to have worked to advance this legislation with Chairman Steil and my colleagues Rep. Luna, Rep Burchett, Rep Fitzpatrick, among others, and will continue fighting for greater accountability to restore trust in Congress in Washington," said Rep. Roy.
