SIIA congratulates the House of Representatives in passing H.R. 5079, the Widespread Information Management for the Welfare of Infrastructure and Government Act (WIMWIGA), which would reauthorize the Cybersecurity Information Sharing Act of 2015 (CISA 2015). As an association of companies leading innovation in digital services that rely on constructive information sharing and partnership between the public and private sectors, we understand the urgent need for stronger collaboration to address the growing cyber threats to our nation. CISA 2015 has been critical for U.S. cybersecurity by enabling voluntary, timely, and secure exchange of cyber threat indicators and defensive measures between the private sector and government. It offers key legal protections, such as liability shields, antitrust exemptions, and defenses against regulatory misuse or public disclosure, enabling businesses to share data without risking lawsuits or competitive disadvantages. At the same time, it responsibly protects privacy and civil liberties via mandates to strip unrelated personal information and implement oversight for ethical handling of data. With CISA 2015 set to expire at the end of September, we encourage the Senate to consider and pass this legislation expeditiously.
