Highlights from the Santa Ana City Council’s April 21, 2026, meeting

▪️The City Council approved an agreement with Discovery Science Center of Orange County for solid waste public education services from April 21 to Oct. 31, 2026. Through this program, Santa Ana residents receive free admission to the DiscoveryCube OC once a month to participate in customized educational programming.

▪️The City Council approved a $4.6 million construction contract with Doja, Inc. that covers multiple items related to the construction of a new park and a stormwater capture project at 10th and Flower streets. The one-acre neighborhood park will feature a restroom, playground, exercise equipment, skate park, basketball court and more.

▪️The City Council approved a $1 million construction contract with Onyx Paving Company, Inc. for road improvements at MacArthur Place, from First American Way to Columbine Avenue. In addition to other work, sections of failed asphalt and damaged concrete, sidewalk, curb ramps, curb and gutter, and driveway approaches will be replaced.

▪️The City Council approved a $4.6 million construction contract with All American Asphalt for the reconstruction and rehabilitation of industrial streets, including segments of Susan Street, Garry Avenue, Carriage Drive, Yale Street, Moore Avenue and Shannon Street. Work includes the removal and replacement of asphalt concrete pavement, pedestrian facility improvements that comply with the Americans with Disabilities Act, and more.

▪️The City Council approved a $21 million construction contract with Los Angeles Engineering, Inc. for the construction of Warner Avenue Street improvements, from Oak Street to Grand Avenue. Work includes installing street lighting, landscaping, raised medians, sound walls, traffic signals, water and storm drain improvements, and more.

▪️The City Council held a public hearing on the Bella Terra Residential Community and Temple project at 4006, 4010, and 4018 W. Hazard Ave. The Council approved a conditional use permit and tentative tract map for the project, and adopted the first reading of an ordinance approving a zoning ordinance amendment.

▪️The City Council held a public hearing and approved the annual action plan and budgets for the 2026-27 fiscal year for the Community Development Block Grant, HOME Investment Partnerships Grant, and Emergency Solutions Grant for submission to the U.S. Department of Housing and Urban Development. This $5.6 million in funding includes investments in parks, housing, libraries, homeless services, and $1.2 million in grants for 14 local nonprofits.

▪️Mayor Valerie Amezcua presented certificates of recognition to Apprenticeship Career Fair volunteers and partners for their exceptional contributions to the community.

▪️Mayor Pro Tem David Penaloza presented certificates of recognition to the Mater Dei High School Boys' Soccer Team for outstanding athletic achievements and CIF championship title.

▪️Councilmember Phil Bacerra presented certificates of recognition to the Mater Dei High School Girls' Soccer Team for outstanding athletic achievements and CIF championship title.

▪️Councilmember Thai Viet Phan presented a proclamation to Nguoi Viet Daily News declaring April 30, 2026, as Black April.

▪️Councilmember Benjamin Vazquez presented certificates of recognition to the Valley High School Boys' Soccer Team for outstanding athletic achievements and CIF championship title.
