Port Resiliency and Regulatory Research Public Report

The United States Coast Guard (USCG) is the primary organization in the country responsible for regulating and assisting in the safe use of Informational Technology (IT) and Operational Technology (OT) systems in maritime ports. To assist in this goal, the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) partnered with Radiance Technologies and the University of Southern Mississippi to develop a representative testbed for use in guiding government stakeholders as they develop regulations for the use of IT and OT in maritime ports. A testbed simulation environment provides a controlled environment to evaluate the USCG regulatory framework by simulating real-world operational conditions and ensuring policies remain effective and adaptable. This report outlines analysis performed under the Commercial Port Resiliency and Security Study and USCG Regulatory Analysis program to assess the state of implementation of IT and OT systems in the maritime port system, the resiliency of those systems, as well as an assessment of the ability of Sector Risk Management Agencies to regulate IT and OT systems within the MTS.
