September 18, 2025 Governor Patrick Morrisey Asks West Virginians For Input On Rural Health Transformation ...

CHARLESTON, W.Va. - Today, Governor Patrick Morrisey is calling on West Virginians to provide input to help shape the state's application for the federal Rural Health Transformation Program (RHTP). The program was authorized by President Trump's One Big Beautiful Bill Act and empowers West Virginia to improve healthcare access, quality, and care in rural communities across the state.

The RHTP is being administered by the Centers for Medicare & Medicaid Services (CMS) with $50 billion in funding. West Virginia is set to receive $100 million per year over a five year period. The request for information (RFI) announced by Governor Morrisey is open to all West Virginians, and seeks their input on how the State can use the funds.

"West Virginia has been facing urgent health challenges, especially in our rural communities," said Governor Morrisey. "Through President Trump's Rural Health Transformation Program, we have the federal support to improve healthcare access and quality for West Virginians while investing in our workforce and growing jobs for the state."

Speaking at a press conference in Charleston, Governor Morrisey lauded the program for the impacts it will have on West Virginia's economy and said his administration will be focused on making investments that will add jobs, attract businesses to West Virginia, and build the workforce.

"I am grateful to the Trump administration, HHS Secretary Robert F. Kennedy Jr., and CMS Administrator Dr. Mehmet Oz for this historic investment in West Virginia's healthcare, our economy, and our workforce," added Governor Morrisey. "We are going to be working very hard to submit our proposal and ensure this funding lifts up as many people as possible."

Governor Morrisey is asking for input from residents, stakeholders, and healthcare partners by September  29, 2025. Information is available at https://www.governor.wv.gov under the page 'Rural Health Transformation Program' and responses may be sent to [email protected].

Public feedback will inform a plan submitted to CMS by November 5.
