According to Sheriff Jeffrey J. Murphy, the Washington County Sheriff's Office arrested Waylon D. Phillips, age 24, of Benson, Vermont, on an arrest warrant issued by the Town of Whitehall Court. The warrant followed an investigation into a domestic dispute on County Route 11 and Abair Road in the Town of Whitehall.
The investigation determined that during the incident, Phillips obstructed the breathing of his passenger and later pointed a rifle at the individual. Phillips fled to Vermont before deputies arrived but later turned himself in to the Washington County Sheriff's Office.
Phillips was charged with Criminal Possession of a Weapon in the Third Degree (Class D Felony), Menacing in the Second Degree (Class A Misdemeanor), and Criminal Obstruction of Breathing (Class A Misdemeanor).
He was arraigned in Washington County Centralized Arraignment and released on his own recognizance pending a future court appearance in the Town of Whitehall Court.
