Notice Regarding Stormwater Utility Fee

Pursuant to the requirements of the Federal Clean Water Act of 1972 and the State of Florida's Surface Water Improvement and Management Act of 1987, and through the adoption of City of Miami Ordinance No. O-10393, the City of Miami established a Stormwater Utility in September 1988 to create a dedicated and sustainable funding mechanism for stormwater management improvements and special programs implemented citywide to restore and protect water bodies within the City's jurisdictional boundaries.
In April 2023, the City of Miami Commission adopted Resolution R-23-0181, which directed immediate administrative action to reduce flooding throughout the City by identifying the most flood-prone areas, strengthening stormwater maintenance operations, and allocating the staffing, funding, and resources necessary to support effective stormwater management and compliance with the National Pollutant Discharge Elimination System (NPDES).
Subsequently, Resolution R-24-0102 was adopted to formally approve and implement the City of Miami's Comprehensive Stormwater Master Plan, establishing the guiding policy and technical framework for identifying, prioritizing, and addressing citywide flooding and stormwater infrastructure needs in order to protect public safety, reduce property damage, and enhance long-term flood and climate resilience.
To support priority stormwater management capital projects and ongoing maintenance efforts, the following stormwater utility rates have been established pursuant to Sections 18-291 through 18-294 of the City of Miami Code, as amended by Ordinance No. 14432, adopted on January 8, 2026:

Residential properties (including single-family homes, condominium units, apartment or townhouse units, and mobile home units): $7.00 per month

Non-residential properties (including commercial, business, and all other uses not classified as residential): fees are calculated based on the amount of paved and developed area and are assessed proportionally to the equivalent residential unit rate.
The stormwater utility fee will appear on your Miami-Dade Water and Sewer Department bill, effective February 1, 2026.
