Dallas City Council accepts state and private funding for Law Enforcement Training Center

DALLAS - The Dallas City Council today approved acceptance of $15 million in state grant funding for the Dallas Police Department's Law Enforcement Training Center (LETC) at the University of North Texas (UNT) at Dallas. This action completes the City's receipt of the full $25 million state commitment and strengthens the project's multi-source funding strategy as construction advances following the September 3 groundbreaking.

The $25 million total includes awards from the Texas Legislature's 88th and 89th sessions. With $10 million of State funding previously received, today's City Council action authorizes the City to accept and appropriate the remaining $15 million.

The Dallas City Council also authorized steps to formalize private sponsorship and naming opportunities by accepting receipt of up to $17.5 million in private contributions from QuikTrip Corporation and W.W. Caruth Foundation. The City Council also authorized a $20 million supplemental agreement with Swinerton Builders for additional construction services.

This funding is not new and has consistently been reflected in all project cost assumptions and funding gap calculations shared with the Council and the public. Additional funding is also included in Proposition A of the November 3, 2026, bond election.

"Securing the full state commitment and private contributions is an important milestone that reinforces our partnership with the State of Texas and our partners. We thank the Office of the Governor, state legislators, and partners who have supported this project," said Dallas City Manager Kimberly Bizor Tolbert.

The LETC is planned to replace aging and outdated training spaces with proposed training classrooms, a reality-based training building, a physical training pavilion, and a Criminal Justice Center that is planned to provide both recruit academies and in-service officer development. Faculty from UNT Dallas will also teach in the Criminal Justice Center for academic credit.
