Gov. Beshear: ClearFlow Metalworks To Establish New Aluminum Manufacturing Operation in Logan County With $28 Million Investment Creating 50 Jobs

Company focused on sustainable aluminum recycling and production

FRANKFORT, Ky. (Oct. 30, 2026) - Today, Gov. Andy Beshear highlighted exciting new momentum within the state's manufacturing industry as ClearFlow Metalworks announced plans to locate a new $28 million aluminum manufacturing facility in Logan County, a project that will create 50 new full-time jobs.

"Kentucky's manufacturing sector continues to fuel our red-hot economy and create good-paying jobs for our families," said Gov. Beshear. "Our talented workforce, incentive programs, unique location and speed-to-market resources make the commonwealth a great place to do business. I am excited to welcome ClearFlow Metalworks to their New Kentucky Home and look forward to their success in Logan County."

The project will establish a long-term manufacturing presence in the United States to serve growing domestic demand for aluminum products while supporting the expansion of sustainable aluminum recycling and production. The project will be developed in phases, with Phase I consisting of a secondary aluminum billet casting facility with an estimated annual production capacity of approximately 100,000 tons. The facility will process recycled aluminum materials and produce aluminum billets for use in extrusion and other downstream manufacturing applications.

"We are excited to partner with Logan County and the city of Russellville as we establish our operations in Kentucky," said John Dusanenko, CEO of ClearFlow Metalworks. "We are truly grateful for the support and collaboration we have received throughout this process. We look forward to contributing to the local economy, creating new job opportunities, and bringing innovative solutions to support American manufacturing."

East Asia Aluminum Company Limited (EAA), headquartered in Vietnam, is a leading aluminum manufacturing enterprise with extensive experience in aluminum recycling, billet casting, extrusion, surface treatment and downstream fabrication. Founded in 2009, EAA has grown into a fully integrated aluminum producer with approximately one million square feet of manufacturing facilities, more than 1,500 employees and annual production capacity ranging from 150,000 to 200,000 metric tons of aluminum products. EAA serves a diverse customer base across the United States, Canada, the United Kingdom, Germany, Japan, Australia and Southeast Asia. Its products are utilized in industrial applications, building and construction systems, furniture, medical equipment, LED lighting, solar energy systems and electric vehicle components. The parent company, USVN PTE LTD, a Singapore-based investment company, focuses on investments in non-ferrous metal recycling, sustainable materials and advanced manufacturing operations.

Logan County Judge/Executive Phil Baker welcomed the company to the community: "We're proud to welcome ClearFlow Metalworks to Logan County and to the commonwealth of Kentucky. We're excited to have them join our community, and we're ready to support their success as they put down roots here.

Russellville Mayor Mark Stratton mentioned the jobs the project will create: "We are thrilled to welcome ClearFlow Metalworks to the city of Russellville. This partnership marks a significant milestone in our economic development, bringing high-quality jobs and sustainable growth to our community. We are blessed that you selected Russellville for your home."

Brooke Waldrup, president and CEO of Logan Economic Alliance for Development spoke on the partnerships that will come from the project: "We are so proud to welcome ClearFlow Metalworks as they establish their first U.S. facility here in Russellville, Kentucky. Their investment in our newly constructed speculative building at Shelton Lane Industrial Park represents an exciting milestone for economic development in Logan County. Beyond the jobs this project will create, we look forward to building a lasting partnership with ClearFlow Metalworks as they become part of our community. We are especially grateful to the Kentucky Cabinet for Economic Development and our utility partners for their continued collaboration and commitment to bringing this project to fruition. This announcement is a testament to what strong partnerships and a shared vision can accomplish for Logan County."

ClearFlow Metalworks' investment and job creation furthers what has been the best six-year period for economic growth in state history.

Since the beginning of his administration, Gov. Beshear has announced nearly 1,400 private-sector new-location and expansion projects totaling over $55 billion in announced investments, creating more than 72,000 jobs. This is the highest investment figure secured during the tenure of any governor in the commonwealth's history and $34 billion more than the next highest total.

Gov. Beshear has announced some of the largest economic development projects in state history, which have solidified Kentucky's position as a national leader in automotive and energy storage system battery production: Ford Motor Co.'s nearly $3 billion, 2,200-job commitments in Louisville, as well as its $2 billion, 2,100-job project at the Kentucky 1 plant in Hardin County; Shelbyville Battery Manufacturing's $712 million investment, creating 1,572 jobs in Shelby County; and Toyota's $1.3 billion investment in Scott County, among others.

In February, the Governor announced Kentucky once again set an all-time record for products shipped globally, with $51.6 billion in exports in 2025, representing a 7.65% increase over 2024.

Unemployment rates fell in all 120 counties between December 2024 and December 2025.

The Governor's administration also secured the largest General Fund budget surplus and Rainy Day Fund. In 2023, Kentucky recorded over 2 million jobs filled for the first time ever and has stayed above that number ever since.

In addition, Kentucky has secured rating increases from major credit rating agencies Fitch Ratings, S&P Global Ratings and Moody's Investors Service.

Earlier this year, Site Selection magazine ranked Kentucky in the top five nationally and second in the South Central region for economic development projects per capita in its 2025 Governor's Cup rankings. In June, Area Development magazine awarded the commonwealth a Silver Shovel designation in its 2025 Shovel Awards, which highlight states for attracting high-value investment projects that will create a significant number of new jobs in their communities.

Gov. Beshear also announced a new initiative, called New Kentucky Home, to increase economic investment, attain and attract talent and increase tourism across the state.

To encourage investment and job growth in the community, the Kentucky Economic Development Finance Authority (KEDFA) in June preliminarily approved a 15-year incentive agreement with the company under the Kentucky Business Investment program. The performance-based agreement can provide up to $1,000,500 in tax incentives based on the company's investment of $28 million and annual targets of:

  • Creation and maintenance of 50 Kentucky-resident, full-time jobs across 15 years; and
  • Paying an average hourly wage of $30 including benefits across those jobs.

By meeting its annual targets over the agreement term, the company can be eligible to keep a portion of the new tax revenue it generates. The company may claim eligible incentives against its income tax liability and/or wage assessments.

In addition, ClearFlow Metalworks can receive resources from Kentucky's workforce service providers. Those include no-cost recruitment and job placement services, reduced-cost customized training and job-training incentives.
