On February 18, 2026, Illinois Governor J.B. Pritzker signed an executive order directing state agencies to issue a notice of intent (NOI) to solicit interest from nuclear power developers and establishing an interagency working group, which includes representation from the Illinois Environmental Protection Agency alongside other state entities.
The purpose of the NOI is to invite proposals for new nuclear projects that would provide benefits to residential customers. Utilities may also respond with plans to expand or increase output at existing nuclear facilities. After the initial NOI, the Illinois Commerce Commission will release a second request seeking input from communities interested in hosting a nuclear facility.
Following the issuance of the initial NOI, the interagency working group will deliver a report identifying barriers to new nuclear development, reviewing existing laws and regulations, and offering recommendations on safety, environmental oversight, interconnection, procurement, and project evaluation, including risks to the state and customers. Additionally, the group will draft legislation as needed to support the recommendations.
In addition to the NOIs and interagency working group, the executive order directs the Illinois Department of Commerce and Economic Opportunity to assess workforce and supply chain needs and explore emerging technologies.
