Subject to AS 38.05.850, the Northern Regional Land Office has received an application for the following:
APPLICANT: Alaska Department of Transportation and Public Facilities
PROJECT NAME: ADL 421084
GEOGRAPHIC LOCATION: The proposed public access easement, comprised of four separate segments, is located adjacent to the Dalton Highway near mileposts 314, 363, and 365.
LEGAL DESCRIPTION: A public access easement, 50 feet in width, within the following sections of the Umiat Meridian:
Township 7 South, Range 14 East, Section 5.
Township 2 North, Range 14 East, Sections 12 and 13.
REQUESTED ACTIVITY: The Division of Mining, Land and Water (DMLW) proposes to grant a public access easement to the Alaska Department of Transportation and Public Facilities (ADOT&PF) in several areas of DMLW-managed land to slightly expand the right-of-way for the Dalton Highway. A fiber optic cable laid by Quintillion Networks, LLC was installed outside of the existing easement for the Dalton Highway in four separate areas. The proposed additions to the public access easement in these areas will allow the cable to be contiguously located within the Dalton Highway right-of-way and permitted by one agency instead of two. The proposed public access easement is composed of four segments 50 feet in width and varying between 400 to 1,400 feet in length. The combined length of the proposed access easement segments measures approximately 3,250 feet in length, comprising 3.73 acres, more or less.
REQUESTED TERM: In perpetuity or until no longer needed.
DEADLINE FOR COMMENTS: Wednesday, May 6, 2026
The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at 3700 Airport Way, Fairbanks, AK 99709 on or before the date noted above.
