City of Poughkeepsie Launches its First 5-Year Paving Plan

Mayor Yvonne Flowers announces the City of Poughkeepsie's comprehensive five-year road improvement plan, in its initial phase of implementation. The plan aims to preserve road infrastructure, improve travel safety, minimize vehicle damage, and reduce long-term costs. To provide residents with a clear roadmap for the years ahead, this plan is being publicly released in anticipation of incremental paving work resuming in late September 2025.

A road quality assessment, performed by the Dutchess County Transportation Council (DCTC), laid the groundwork for the five-year paving plan. The DCTC report used a scoring system to measure street conditions and identify issues like cracking severity. The City of Poughkeepsie's Public Works Department then used a data-informed approach to assess roadway conditions, traffic patterns, and infrastructure needs, developing a strategy to determine which streets to pave each plan year.

The plan emphasizes the critical need for street renewal to enhance community safety and well-being, an initiative championed by Mayor Yvonne Flowers as an integral part of the city's ongoing revitalization campaign. Mayor Flowers emphasizes the vision by stating, "This paving project is more than just fixing roads - it's about building a better, safer, and more connected City of Poughkeepsie. When we invest in infrastructure, we invest in our people, and we're already seeing the difference with our sidewalk improvements happening across the city."

In June 2025, the revitalization project was reviewed and approved by the Council, and with careful consideration and systematic planning, the City of Poughkeepsie has begun rolling out the first phase of paving and publicly released its program. "Making our five-year paving plan publicly available is a prime example of my commitment to increase transparency and accountability across the City," continued Mayor Flowers. "Residents deserve to know how infrastructure decisions are made and how their tax dollars are being invested. By sharing this information, we are delivering on our promise of real infrastructure improvements and transparency."

Road improvements throughout the city may include paving through milling and reclaiming, or cape sealing, coupled with significant drainage and ADA improvements. As natural causes and other unexpected elements can cause road conditions to change, the City of Poughkeepsie's paving program remains dynamic and is subject to change each paving season. The paving project is designed to encompass 21.02 lane miles of road work, with a total usage of approximately 30,476 tons of asphalt.
