Secretary-General of ASEAN, Dr. Kao Kim Hourn, addressed the Opening Ceremony of the 7th ASEAN-Japan Smart Cities Network High-Level Meeting held in Takamatsu City, Japan, on 10 November 2025, via pre-recorded remarks.
