XIII High-Level Meeting between Spain and Morocco

The Minister for Agriculture, Fisheries and Food, Luis Planas, today signed two Memoranda of Understanding (MOUs) with the Moroccan Minister of Agriculture, Maritime Fisheries, Rural Development, Water and Forests, Ahmed El Bouari, to strengthen cooperation between the two countries.

The agreements, one on agriculture and the other on fisheries, focus on innovation, water management, support for rural areas, and the fight against illegal fishing.
The signing took place during the 13th High-Level Meeting between Spain and Morocco, held today in Madrid. According to Planas, with these agreements, Spain and Morocco consolidate their strategic relationship to achieve common objectives, address current challenges in the sector, and guarantee the sustainability of production.
The memorandum on fisheries establishes a framework for collaboration on the development of maritime fisheries, aquaculture, and the fight against illegal, unreported, and unregulated fishing.
Its main objectives include joint scientific research, the development of sustainable aquaculture technologies, and the valorisation of seafood products. It also encompasses coordination in the surveillance and control of fishing vessels, the exchange of experiences and technical knowledge between experts and companies from both countries, and vocational training in the fisheries sector.
To oversee the implementation of these actions, a monitoring committee will be created, composed of representatives from both ministries, which will develop annual action plans and evaluate the results achieved.
The second agreement focuses on cooperation in the agricultural and agri-food sectors, with the aim of promoting sustainable, innovative, and high-quality agriculture, as well as strengthening food security and rural development.
Key areas of collaboration include agroecology, the modernisation of agricultural and livestock farms, genetic improvement and improved animal feed, and the processing and valorisation of agricultural products
The agreement will also promote training and knowledge transfer, efficient water management, support for rural entrepreneurship, especially among young people and women, and coordination of animal and plant health measures.
Implementation of the agreement will be overseen by an institutional monitoring committee, which may create sectoral committees depending on the importance of the issues addressed.
Spain has maintained memoranda of understanding with Morocco since 1990 on agriculture and since 2023 on animal and plant health, and collaborates on the Mediterranean Agricultural Market Information Network to strengthen food security and technical cooperation.
