The following statement can be attributed to Paul Lekas, Executive Vice President, Global Public Policy and Government Affairs, the Software & Information Industry Association (SIIA).
The findings detailed in the joint security advisory from CISA, the NSA, and the FBI confirm a deeply concerning trend: China-based companies are engaging in systematic, industrial-scale extraction of core functionalities from American frontier AI models. These efforts, which bypass geographic controls, systematically violate terms of service, and leverage gray-market networks, are designed to shortcut the arduous, costly, and highly innovative research pioneered by U.S. developers.
SIIA commends CISA, the NSA, and the FBI for bringing transparency to these sophisticated tactics. Protecting American innovation requires a united front. We support the advisory's call for enhanced multi-party coordination between industry, federal authorities, and international allies.
SIIA remains committed to working alongside U.S. policymakers, federal agencies, and technology developers to strengthen IP protections, safeguard digital infrastructure, and maintain an environment where American innovation maintains robust protections against malicious activities.
