Boosting research in key sectors for the digital and green transitions, improving Europe’s competitiveness

Boosting research in key sectors for the digital and green transitions, improving Europe's competitiveness

1.12.2025

Priority question for written answer P-004746/2025
to the Commission
Rule 144
Bruno Gonçalves (S&D)

The European Research Area is a key opportunity to create a true 'single market' for knowledge. Barriers to scientific cooperation must be removed, and the movement of researchers must be encouraged so as to cement the EU's scientific excellence.

In the current competitive geopolitical climate, the priority must be attracting, retaining and developing knowledge and skills in sectors that are decisive for the EU's competitiveness and also for the digital and green transitions. In light of this, I would like the Commission's response to the following suggestions/questions:

  • 1.Is the Commission considering setting up a fellowship specifically focused on artificial intelligence and cleantech as a way of attracting top researchers to Europe and retaining that talent here?
  • 2.Is the Commission considering changing the EU Blue Card Directive to complement Directive (EU) 2016/801, with a focus on those strategic sectors, to create a green pathway that makes it easier for highly qualified researchers to go into the private sector?
