IBTTA Confirms 2026 Board of Directors and Welcomes 2026 President Joi Taylor Dean

WASHINGTON, D.C. - The International Bridge, Tunnel and Turnpike Association (IBTTA)-the global association for toll facility owners, operators, and the businesses that support them-has confirmed its 2026 Board Officers and Directors following the Annual Business Meeting at the 93rd Annual Meeting & Exhibition in Denver, Colorado.

The newly confirmed Board represents a broad cross-section of leadership and expertise from across the global tolling and road pricing industry. Together, they will guide IBTTA's efforts to advance advocacy, innovation, safety, and collaboration across the transportation community.

Leading IBTTA in 2026 will be:

President - Joi Taylor Dean, Richmond Metropolitan Transportation Authority
First Vice President - Ferzan Ahmed, P.E., Ohio Turnpike and Infrastructure Commission
Second Vice President - Lori Caron Silveira, Esq., Rhode Island Turnpike and Bridge Authority
International Vice President - Maria Moreno, SEOPAN
Immediate Past President - James Hofmann, North Texas Tollway Authority

Newly elected Directors include: Catherine Sheridan (MTA Bridges and Tunnels), Claudio Diaferia (Greater Miami Expressway Agency), Amy Lettelleir (Tampa-Hillsborough Expressway Authority), David Roy (North Carolina Turnpike Authority), Jeff Weiss (New York State Bridge Authority), Joe Donahue (E-470 Public Highway Authority), Stephen Dougherty (South Jersey Transportation Authority), and Tracie Brown (Central Texas Regional Mobility Authority).

"I am honored to serve as IBTTA President and to build on the tremendous work of James Hofmann and the Board in executing our new five-year strategic plan," said Joi Taylor Dean, 2026 IBTTA President and CEO of the Richmond Metropolitan Transportation Authority. "As we look to 2026 and beyond, we are Driving What's Next-through Investment. Impact. Influence. These priorities, along with stronger collaboration and partnerships across our industry, and a focus on leadership development and mentorship, will help us accelerate innovation and deliver even greater value to our members and the communities we serve."

As IBTTA welcomes its new leadership, the association also expresses its deep appreciation to outgoing Directors Howard "Butch" Eley (Tennessee Department of Transportation), Deborah Sharpless (Maryland Transportation Authority), Jeffrey Dailey, P.E. (North Texas Tollway Authority), Julià Monsó (Cintra), Lucinda Broussard (San Diego Association of Governments), Merryl Mandus (State Road & Tollway Authority), and Nicola Liquori, CPA (Florida's Turnpike Enterprise) for their dedicated service and lasting contributions to IBTTA's mission and growth.

"As my presidency comes to a close, I'm filled with gratitude-for the friendships, the laughter, and the shared sense of purpose that make this community so special," said James Hofmann, 2025 IBTTA President and Executive Director/CEO of the North Texas Tollway Authority. "Together, we laid the groundwork for the next chapter of IBTTA's success, built strong relationships around the world, and continued to make progress in advocacy, safety, innovation, and the many other priorities that define our industry. It's been one of the true joys of my professional life to serve this family we call IBTTA."

Looking ahead, IBTTA members will come together for a Member Town Hall on November 14, 2025, to continue shaping the association's five-year strategic plan and ensure it reflects the collective vision of the global tolling and road pricing community.
