The City of San Rafael ("City") has been testing the conversion of Embarcadero Way to a one-way street between Marina Court Drive and Mission Avenue ("Segment") for safety reasons.
Phase 3 of the Embarcadero Way One-Way Conversion Pilot Project went into effect on June 15, 2026. During this time, Embarcadero Way between Mission Avenue and Marina Court Drive has been closed to vehicular traffic. Bicyclists and pedestrians are permitted to travel on Embarcadero Way.
Now that Phase 3 of the pilot project has been in place for a month, the City and County are gathering feedback on resident's experiences with Phase 3 and how it compares to Phase 1 and 2.

Phase 3 Embarcadero One-Way Conversion Pilot Survey
At the end of August, the project team will compile the data and feedback from all phases of the pilot project to prepare a final report. During this time, Embarcadero Way will temporarily remain closed to vehicular travel. The final report will be posted on the website and presented at a Bicycle and Pedestrian Advisory Committee (BPAC) meeting before being presented at a City Council meeting for consideration for permanent installation.
