Lindsay Hagan Appointed as New Deputy City Manager

City Manager Kimbra McCarthy announced today the internal appointment of Lindsay Hagan as the City of Mountain View's new Deputy City Manager. Hagan has over 18 years of community development and planning experience, including 15 years with the City. In fact, she began her local government career with the City as a planning intern. Hagan most recently served as Mountain View's Assistant Community Development Director. Hagan will begin her new position on Monday, Oct. 12.

"I am pleased to promote Linsday to this dynamic new leadership role, given her experience working on high-profile projects for the City of Mountain View and professional advancement over the years," said McCarthy. "Lindsay has proven herself to be a relationship-builder, collaborator, and innovator inside and outside the organization. In this new position, she will have more opportunities to work on citywide projects and contribute to the development of the Mountain View of tomorrow. We are excited to have her join the City Manager's Office team."

As a Deputy City Manager in the City Manager's Office, Hagan will work on a variety of special projects, including representing the City in major land use and other contract negotiations, supporting labor relations, assisting with the upcoming City Council strategic priority setting and work plan process, leading and supporting a variety of Downtown projects, helping develop a potential 2028 revenue measure, working on a citywide team to implement a land management system, and collaborating with other departments on infrastructure and transportation projects.

For the past four years, Hagan has served as the City's Assistant Community Development Director. She has developed and managed a $20.5 million department budget, and worked on citywide projects including the Master Fee Study Update and the City Council Fiscal Year 2025-27 Work Plan process, and was the department lead on the City website redesign for development permits and new online permitting technologies. Hagan also managed the successful adoption of the 40-acre, mixed-use Google Middlefield Park Master Plan including the development agreement, which was approved with over $200 million in benefits to the City. In addition, she implemented cross-departmental permit process improvements and launched new online resources to improve public information on permits.

Previously, Hagan was the City's Deputy Zoning Administrator, having served in various planning capacities over the years. She also worked for the City of Burbank as a senior planner. Hagan holds a master's degree in planning from the University of Southern California and a bachelor's degree in sociology from Occidental College. Hagan is a LEED Accredited Professional from the US Green Building Council and a Certified Planner from the American Institute of Certified Planners of the American Planning Association.
