Independent reports from specialists and demolition contractors have concluded that the property poses a significant safety risk and cannot remain standing.
Since the last inspection, further structural deterioration has occurred, making it unlikely that revised plans to preserve the full façade and front section can be achieved.
Unfortunately two independent specialists have raised concerns about the property's decayed structure and the reports show that it is highly unlikely that the building will be able to remain standing, with even partial demolition.
The property is far too dangerous and poses a threat to public safety, especially to our new neighbours the Vault, Preston's new youth zone and its young visitors.
However, we will do our very best to attempt to save some aspects of the façade or external wall that can be incorporated into future build designs for the site, and we also want to salvage some of the building's materials that could potentially be reused in some way.
It is very disappointing news that the Tithebarn Pub cannot be saved, even partially. Our priority now has to be one of public safety and we will move swiftly with demolition as originally intended. We will continue discussions with PPH around future community uses of the plot.
Protective measures will be put in place to safeguard neighbouring properties, including the new-build Youth one - Vault, and the historic Grade II listed mill building, formerly known as Aladdin's Cove warehouse.
The Council remains committed to tackling empty and unsafe buildings in Preston and continues to work closely with building owners across the city to prioritise public safety and encourage regeneration.
