City of Toledo Department of Economic Development Announces Availability of 2026 Vibrancy Grants

The City of Toledo's Department of Economic Development is pleased to announce the availability of $615,556 in funding for the Vibrancy Initiative Programs - an investment aimed at strengthening neighborhood business districts and supporting small business growth across Toledo.

"Thanks to City Council's continued investment in the Vibrancy Initiative, we're building on our momentum to strengthen neighborhoods across the City," Brandon Sehlhorst, Chief Growth Officer, said.

"By supporting storefront improvements and activating key commercial corridors, we're creating spaces where businesses can grow and neighbors can come together. This is about more than funding projects, it's about creating a Toledo that is vibrant, welcoming, and more connected."

The Vibrancy Initiative is a coordinated suite of incentive programs designed to stimulate revitalization, reduce blight, preserve existing structures, and strengthen commercial corridors citywide.

The Initiative includes the following programs:

The White Box Grant Program - intended to prepare vacant ground-floor commercial spaces for occupancy by a new business.

The Facade Improvement Grant Program - intended to catalyze visual, street-facing improvements that enhance neighborhood character, and improve commercial vitality.

The Planning Grant Program - provides financial support to small businesses and property owners seeking to prepare ground-floor commercial spaces for activation.

"Toledo's future depends on the strength of our neighborhoods and the success of our small businesses," Mayor Wade Kapszukiewicz said.

"The Vibrancy Initiative reflects our commitment to investing in the people and places that make our city special and building a Toledo that we can all be proud of." Program Guidelines are available now.
