ARTICLE 19 welcomes the opportunity to offer inputs into the Zero Draft of the Outcome Document of the World Summit on the Information Society +20 Review Process (WSIS+20 review).
ARTICLE 19 has been actively engaging with the WSIS+20 review process, including the virtual Stakeholder Consultations held in June 2025, engagements at the Internet Governance Forum (IGF) 2025 and the WSIS +20 High Level Event, and joint inputs to the Elements Paper. We are a member of several coalitions and endorse their submissions.
ARTICLE 19 welcomes the strong Zero Draft of the WSIS+20 Review. We applaud that the Zero Draft anchors the WSIS in international human rights law, which underlines the centrality of human rights-based digital governance, and reaffirms the principles of multistakeholder governance, digital inclusion and accountability. We warmly welcome the Zero Draft establishing the IGF as a permanent body, seeking to integrate the Global Digital Compact (GDC) into the WSIS framework, and guaranteeing alignment with the 2030 Agenda for Sustainable Development.
ARTICLE 19 outlined essential elements of the Draft that must be retained in the final Outcome Document and vigorously defended throughout the negotiation process. They include points related to international law, gender, human rights and ethical dimensions of the Information Society, digital inclusion, and internet governance.
