On Participation in the CIS Conference on Countering Terrorism and Extremism
On October 23, 2025, the 3rd Commonwealth of Independent States (CIS) Conference on Countering Terrorism and Extremism was held in Dushanbe. The event was organized by the State Committee for National Security of the Republic of Tajikistan and the CIS Anti-Terrorism Center. It brought together more than 150 delegates from 12 countries, as well as representatives of 10 international organizations.
The plenary session of the conference was opened with a welcome address from President of Tajikistan Emomali Rahmon, delivered by Secretary of the Security Council of the Republic of Tajikistan Yusuf Rahmon Ahmadzoda.
The discussions covered a wide range of issues, including national experiences in countering terrorism, international cooperation, and challenges associated with the use of modern technologies-such as artificial intelligence-for terrorist purposes.
In his speech, Chairman of the State Committee for National Security of Tajikistan Saymumin Yatimov put forward proposals aimed at deepening and enhancing cooperation in combating terrorism and extremism at both regional and global levels.

Deputy Secretary General of the Shanghai Cooperation Organization (SCO) Piao Yangfan, in her remarks, emphasized that maintaining security and stability, effectively responding to threats and challenges, and addressing issues of global development remain common goals. She expressed satisfaction with the growing cooperation among the SCO, CIS, and CSTO in relevant areas.
The Deputy Secretary General noted that the Tianjin SCO Summit (September 1, 2025) once again reaffirmed the importance of the Organization as one of the leading platforms for global governance. As key outcomes of the summit, she highlighted the launch of the process to establish the SCO Anti-Drug Center in Dushanbe and the Universal Center for Countering Security Threats and Challenges of SCO Member States in Tashkent, which will include the SCO Cybersecurity Center and the Center for Combating Transnational Organized Crime in Bishkek. Additionally, the Program for Countering Extremist Ideology for 2026-2030 was adopted.
It was proposed to strengthen the social, economic and humanitarian dimensions of multilateral cooperation, including through the promotion of educational programs, cultural exchanges, and the implementation of joint initiatives in youth policy and interfaith dialogue.
