MOSCOW - The Idaho Transportation Department invites community members to attend the final public meeting for the U.S. Highway 95 Palouse Region Study. The online and in-person meeting will give the public an opportunity to learn more and provide feedback about planned improvements on US-95 in Latah County between Snow Road and the Latah/Benewah county line.
Online: Nov. 3-24 at us95sh8.com
In person: Tuesday, Nov. 10, 2026, from 4 to 7 p.m. at the Best Western Plus University Inn at 1516 Pullman Road in Moscow
The study will help plan future transportation improvements through 2050 and beyond. Its goals are to improve safety, mobility, and economic opportunity throughout the region. The project team has studied traffic needs, environmental conditions, population growth and public feedback to identify possible solutions. ITD is now looking at new highway routes and interchanges on US-95, including realigning and widening rural sections of the highway north of Moscow. The alternatives presented at this public meeting reflect how extensive technical analysis and comments from public meetings in March 2026 and June 2025 have directly shaped the proposed improvements on US-95.
"Public input has helped us shape the goals and refine the concepts throughout this study," Project Manager Janet Zarate said. "We invite the public to see how these potential roadway improvements work across the study area and share their thoughts as we make our final study recommendations."
The planning process is anticipated to be completed in early 2027. Before construction begins, projects may advance separately to design and environmental phases, including National Environmental Policy Act review, as funding becomes available. This serves as public notice that the Planning and Environmental Linkages outcomes may be adopted during the environmental review process per 23 U.S.C. 168.
