TALLINN, Estonia - May 19, 2026 - To address escalating regional security threats and reinforce Estonia's national defense and readiness, Northrop Grumman (NYSE: NOC) and TOCI are signing a Memorandum of Understanding to collaboratively advance the country's integrated air and missile defense (IAMD) systems.
With this agreement, Northrop Grumman and TOCI will explore tailored technical solutions for modernizing Estonia's defense architecture. Northrop Grumman brings proven IAMD expertise, demonstrated by the fielded Integrated Battle Command System (IBCS) - a transformative command and fire control system. Coupled with TOCI's mission-ready infrastructure and operational support capabilities, including scalable and rapidly deployable solutions designed for complex defense environments, Estonia could achieve improved protection and effective operation in real-world conditions.

TOCI has previously delivered complex, high-specification solutions in demanding environments both internationally and in Estonia, and this collaboration represents a natural next step - allowing us to apply our expertise to support and strengthen Estonia's defense capabilities. We also see strong potential to involve additional Estonian and regional partners, as building effective defense solutions increasingly relies on close cooperation across the industrial ecosystem."
