Planning and Development Services Selects New Deputy Director

Juan Garcia has been selected as the new Deputy Director of Planning and Development Services (PDSD).

Juan has been an integral member of the PDSD team for the past nine years, serving as Building Official since 2022, and bringing over 30 years of experience in construction and development services. During his tenure as Building Official, he led and grew the Building Safety division, oversaw the review and processing of over 10,000 permits issued annually, and implemented process improvements such as our Permit Review Lanes.

Juan is recognized for his in-depth operational expertise, collaborative leadership approach, and dedication to exceptional customer service. His work has strengthened partnerships across City departments and internal divisions, supported staff growth and retention, and advanced innovations in permitting and inspection processes.

As Deputy Director, Juan will help guide department operations, strategic planning, and implementation of key initiatives that support efficient, high-quality development services.
