Defence Team members honoured with Chief Financial Officer Merit Awards

The Chief Financial Officer (CFO) Merit Award recognizes outstanding civilian and military members of the Defence financial community who make exceptional contributions to supporting DND and CAF operations. The awards celebrate individuals and teams whose work goes far beyond what is expected.

Nominations highlight those who demonstrate exceptional dedication, impact, and performance, meeting at least three high-levelcriteria endorsed by the CFO. After a thorough review process, six individuals and three teams were presented with the 2026 Chief Financial Officer Merit Award at the National Defence Comptrollers' Conference and Training & Development Forum.

Janice Dagdag - National Capital Region (NCR) Award

Janice Dagdag led the Defence Resource Management Information System Asset Retirement Obligation Module implementation, strengthening Public Sector Accounting Standard 3280 compliance and improving asset retirement obligation liability management, earning her the CFO Merit Award.

Sergeant Michael Ouellet - Regional Award

Sergeant Ouellet's professionalism, initiative, and leadership strengthened financial management and operations in Canada and in deployed operations, embodying the excellence and values recognized by the CFO Merit Award.

Sergeant Pascale-Shara Sauvageau - Regional Award

Sergeant Sauvageau's leadership and financial expertise delivered innovative tools, improved accuracy, ensured continuity, and strengthened financial management across DND and the CAF.

Master Corporal Chao Liu - NCR Award

Master Corporal Liu exceeded expectations through dedication and financial expertise, taking on critical responsibilities that strengthen Canadian Joint Operations Command J8 operations and financial stewardship.

Lyne Solomon - Lifetime Achievement Award

Lyne Solomon's leadership strengthened financial stewardship and government decision making, including pivotal contributions to North Atlantic Treaty Organization two per cent funding and workforce development.

Luc Racine - NCR Award

Luc Racine is recognized for creating a new fund for unclaimed Service Estates and strengthening financial stewardship through mentorship, expertise, and continuous process improvements.

Audit Liaison Team - NCR Award

The Audit Liaison Team strengthened audit readiness through exceptional leadership, improved processes, and effective coordination during the 2024-25 Public Accounts audit.

The Naval Staff of the RCN Team modernized financial practices, strengthened controls, and managed high risk files, significantly improving financial stewardship across the DND and the CAF.
