NACHC Statement on HRSA 340B Rebate Pilot

The National Association of Community Health Centers (NACHC) is deeply concerned about the Health Resources and Services Administration's (HRSA) 340B Rebate Model Pilot Program and its potential impact on patient access to life-changing and life-saving medications and the ability of Community Health Centers (CHCs) to sustain essential services. A rebate model delays access to affordable prescriptions while imposing significant operational and administrative burdens on CHCs. Although HRSA has characterized the pilot as a step toward greater transparency, it would fundamentally shift how CHCs access 340B savings, jeopardizing affordable medications and placing additional strain on health centers already operating on thin margins.

CHCs make up the nation's largest primary care system, serving 52 million people - 1 in 7 Americans, including 1 in 3 in rural areas. The 340B Drug Pricing Program is central to their mission, enabling CHCs to purchase medications at reduced costs and pass those savings to patients through lower drug prices, expanded services, and greater access to care.

Since 1992, the 340B Drug Pricing Program has helped keep health care within reach for tens of millions of Americans. CHCs have consistently used these savings as Congress intended, supporting affordable medications and comprehensive care for those who need it most. Without the program, many low-income families, seniors, veterans, and people with disabilities would face greater barriers to obtaining essential medications and health services.
